Son enjeu est donc double : si elle se fixe comme objectif premier de décrire et d'estimer, aussi précisément que possible, et à l'aide des outils couramment appliqués à la gestion du patrimoine, le patrimoine de l'Etat au 1er janvier 2002, elle vise également l'élaboration d'une méthodologie adaptée à ce nouveau domaine de recherches. Elle ne contient toutefois aucune disposition normative son objet étant uniquement descriptif. Le présent cahier constitue donc une nouvelle tentative d'évaluer le patrimoine de l'Etat au 1er janvier 2002 (la première, sous la forme du cahier de recherche du CEREFI n° 25-01 paru en juillet 2001, ayant concerné l'année 2001). Par rapport au premier cahier, le champ de l'actif, du passif et du hors-bilan a été approfondi et les évaluations affinées. Cette étude aboutit à deux types de conclusions, l'une quant à la situation patrimoniale de l'Etat au 1er janvier 2002 et l'autre quant à son évolution au cours des vingt dernières années. D'une part, s'il est particulièrement difficile d'évaluer le patrimoine de l'Etat, car personne - pas même BERCY - ne connaît exactement l'étendue des avoirs étatiques, on peut cependant estimer grossièrement l'ensemble de ses actifs à près de 1 300 milliards d'euros (à titre comparatif, les ménages détiennent plus de 5 000 milliards d'euros d'actifs). Si l'on tient compte de l'ensemble des dettes de l'Etat , qui représentent un passif d'au moins 2 500 milliards d'euros, force est de constater que le patrimoine net (patrimoine brut moins dettes) est négatif de quelque 1 200 milliards d'euros (alors que le patrimoine net des ménages avoisine les 5 000 milliards d'euros). D'autre part, sur les vingt-deux dernières années (de 1980 à 2002), l'Etat s'est considérablement appauvri, passant d'un patrimoine net positif qu'il a mis des siècles à se constituer (par divers procédés dont le plus abracadabrantesque est sans aucun doute le vol pur et simple, perpétré d'ailleurs indifféremment en France comme à l'étranger) à un patrimoine net négatif. Dans le même temps, le patrimoine net des ménages a fortement progressé.
