So wie sich die Soziale Arbeit aus ihren frühsten Anfängen der Armenfürsorge bis zu einem differenziertem und komplexen Dienstleistungssystem entwickelte, so musste sich auch die Perspektive auf und das Wissen um die Kleinsten unserer Gesellschaft, nämlich den Kindern, erst im Laufe der Geschichte entwickeln. Deshalb werde ich auf die wichtigsten Eckpfeiler in der Entstehung der Pädagogik eingehen. Diese Entwicklungsprozesse sind zu jeder Zeit in einen gesellschafts- politischen Kontext eingebettet und geraten somit immer mal wieder in ein Spannungsfeld von staatlicher Kontrolle und individueller Hilfe. Am Beispiel der Kindertagesbetreuung möchte ich veranschaulichen, wo meines Erachtens auch heute noch diese gegensätzlichen Kräfte vorzufinden sind. Welche Umstände oder Faktoren begünstigen das Spannungsfeld und wie schafft man es trotz aller Einflüsse eine Gemeinschaft zu formen, die sich als großartiges, familienergänzendes Angebot erlebt? Ich möchte in Anlehnung an Wolfgang Müllers Werk „Inseln der Zukunft“ versuchen, eine erste Antwort darauf zu finden, in dem ich die bei Müller skizzierten Zukunftsvisionen hinzuziehe.

August 1806 mit dem Rücktritt Kaiser Josephs II. erlosch. Nach der Französischen Revolution 1789 führte die Expansion Frankreichs durch Napoleon zu zahlreichen Kriegen in Europa. Verwüstung, Tod junger arbeitsfähiger Männer, Vernichtung von Ernten, Plünderungen und auch der Verlust gewachsener Infrastrukturen und Nachrichtenwege folgten. Fortbewegungsmittel wurden beschlagnahmt, die ländliche Bevölkerung auf der Suche nach Arbeit und Nahrung immobilisiert. Aufhebung von Heiratsbeschränkungen vielerorts führte zu einer Bevölkerungszunahme. Dazu kamen Landabgaben im Gegenzug zu Befreiung von Frondienst und Obereigentum. Landflucht ab ca. 1820 und Auswanderung exportierten die Not, es bildeten sich Ballungszentren wie im Ruhrgebiet, Berlin und Südwestdeutschland. Ganze Familien mussten unter schlechtesten Bedingungen in den neuen Industrien arbeiten – was ihnen im Laufe des ‚Vormärz‘ ab 1830 und durch die revolutionären Theorien von Karl Marx bewusst gemacht wurde. Der größte Teil der Bevölkerung besaß keinerlei Absicherung gegen Alter, Krankheit oder Tod des Familienernährers. Die ländliche Armut war 1871 für zwei Drittel der Reichseinwohner noch Normalität, aber auch in der Stadt zogen Hunger, Kälte, Raumnot und schlechte Hygienebedingungen Krankheit, Tod und hohe Kindersterblichkeit nach sich.

Especially in times of economic crisis, social innovation is regarded as one of the crucial elements needed to move forward. Our knowledge of its dynamics has significantly progressed, thanks to an abundance of studies on social innovation both general and sector-specific. However, despite the valuable research conducted over the past years, the systematic analysis of social innovation is still contested and incomplete. The questions asked in the book will be the following: 1. What is the nature of social innovations? 2.What patterns can be identified in social innovations emerging at the local level? 3.How is the emergence and spread of social innovations related to urban governance? More precisely, which conditions and arrangements facilitate and hinders social innovation? We explore these questions using different types of data and methods, and studying different contexts. In particular, we focus on innovations that aim at solving problems of the young unemployed, single parents and migrants. This analysis is based on original research carried out in the period 2010-2013 in the framework of a European project with a specific empirical research strategy. Research was carried out in 20 cities in 10 different European countries.

It explains, in clear and concise language, the basic concepts of Social Systems Theory and their application to the specific case of the Education System, which was considered by Luhmann as a primary subsystem of modern society. It illustrates the complex and sophisticated thinking that characterises Luhmann’s work and explains that Luhmann’s theory has given an important and original contribution to the study of education from a sociological point of view. His contribution has some resonance in recent social constructionist and relational approaches to education, as well as in studies of educational interaction. In addition, research methodologies, in particular mixed methods strategies, draw heavily on epistemological issues.
