Book excerpt: Government in the Federal Republic of Germany: The Executive at Work focuses on the government in the Federal Republic of Germany as an executive activity, as well as the institutional framework for the overall control and direction of public action. The effects of the decentralized structure of government on the behavior and relationships of political parties are also explored. This book is comprised of eight chapters and begins with a discussion on past institutional structures and procedures that have shaped particular ideas about law, politics, and government in West Germany, including the retention of a federal structure of government, constitutionalism, and the Rechtsstaat. The following chapters deal with the political framework of the Federal Republic of Germany; federal executive leadership; the federal administrative system; and federalism and decentralization in West German government. The bureaucracy, the problem of how to control the exercise of governmental powers, and the challenge of expanding government in West Germany are also considered. This monograph will be of interest to political scientists, politicians, government officials, and students of government and politics.

Book excerpt: The second edition of Government in the Federal Republic of Germany, first published in 1973, has been substantially rewritten and expanded and the title altered in recognition of an emphasis already present in the first edition, and greatly enhanced after revision. Since the first appearance of this authoritative text many changes in the details of organization and procedure have taken place, as well as extensive changes in personnel and, to some extent, in the problems and policy issues which now face those responsible for government in the Federal Republic. In considering these changes the author presents a view of the political institutions of the Federal Republic which develops logically and naturally from his earlier perspective.

This book was released on 2002-05-17 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: Seminar paper from the year 2001 in the subject Politics - Region: USA, grade: very good, University of Wyoming (Department of Political Science), course: Congress and the Presidency, language: English, abstract: “The German Federal Republic is classified as a parliamentary democracy ... [where] the principle portion of executive power is vested in a ... chancellor and his cabinet who are responsible to a parliament and removable by the latter. By contrast, the presidential system ... in the United States vests executive power in a president who is both head of state and head of government.” Regarding this quoted statement, the purpose of my paper shall be a comparison between the United States’ executive and the German counterpart. According to this, especially the functions, roles, and powers of the respective chief executives shall be described and compared. In addition, I would like to portray the reciprocal relationship between the United States’ president, the Executive Office of the President, and the bureaucracy on the one hand, and the reciprocal relationship between the German chancellor, his chancellor’s office (Bundeskanzleramt), the cabinet, his governmental coalition (Regierungskoalition), and the federal ministers. In general, I want to achieve a comparison between both systems regarding their executive powers by pointing out the differences as well as the correspondences between them. Because of this general approach, it is not possible to describe everything in detail to avoid exceeding the framework of my paper. In cases when it will be not possible to provide detailed information, I will recommend for further readings in the footnotes. Although, this paper shall mainly deal with the respective executive power and although the separation of power between the governmental branches in the United States is stricter than in the federal Republic of Germany, it is unavoidable to draw some conclusions regarding the role of the executive in the interplay with the legislative (the United States’ Congress and the German Bundestag). These references within the examination of the executive power shall be made because in carrying out their roles the branches are bound on each other in their interaction within the political system. Furthermore, these references serve for a better understanding of the whole role of the executive in the respective country.

Book excerpt: A defense of regulatory agencies’ efforts to combine public consultation with bureaucratic expertise to serve the interest of all citizens The statutory delegation of rule-making authority to the executive has recently become a source of controversy. There are guiding models, but none, Susan Rose-Ackerman claims, is a good fit with the needs of regulating in the public interest. Using a cross-national comparison of public policy-making in the United States, the United Kingdom, France, and Germany, she argues that public participation inside executive rule-making processes is necessary to preserve the legitimacy of regulatory policy-making.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a compelling and persuasive framework for understanding the German constitutional system. It argues that it can only be fully understood as a dual structure combining two layers with little in common. The first layer is the basic administrative institutional structure, comprised of federal institutions. The second layer is that of parliamentary democracy. It is the interplay between the two, as mediated by the chancellery, the major political parties and the Federal Constitutional Court, which lies at the heart of the German constitutional arrangement. This innovative hybrid perspective allows for a better understanding of the current challenges of parliamentary government and its potential long-term development. An updated translation of its impactful German edition, this provides one of the most brilliant introductions to governmental systems of one of the world's most influential states.

Book excerpt: Essay from the year 2013 in the subject Politics - General and Theories of International Politics, grade: 1,3 (German Grading System), University of Washington, language: English, abstract: After scandals like Enron in the past years, companies have been pressured to establish Corporate Governance systems to control their management. The design of these systems is often determined on a national level, but varies substantially from country to country. This paper deals with the different systems of Corporate Governance in the United States and Germany and establishes a comparison. The focus is put on how the German system is different from that of the US. At the end, recent developments in the Corporate Governance landscape are discussed. To begin with, it is important to understand what Corporate Governance means. It is defined as “The system of rules, practices and processes by which a company is directed and controlled”. These rules, practices and processes are supposed to achieve values like integrity, transparency and fairness. Thereby, Corporate Governance can support a corporation to “fulfill its goals and objectives in a manner that adds to the value of the company and is also beneficial for all stakeholders in the long term”. Furthermore, it strengthens a company’s reputation and has shown to increase share prices by establishing trust. Potential investors, who might not be familiar with a corporation’s processes and controlling practices in detail, can rely on statutory monitoring systems.
