Book excerpt: The present paper is an attempt to analyze the status of women vis-à-vis men and their empowerment in terms of various socioeconomic and political indicators such as access to education, employment, household decision making power, financial autonomy, freedom of movement, exposure to media, political participation, experience of domestic violence etc in the state of Assam using secondary data obtained from various sources. The study reveals that development process in the state is not gender neutral; women enjoy quite inferior status as compared to the average women in India. Percentage of women in the government services and their political participation is quite low and does not show any sign of significant improvement. Sex ratio though not in favor of women is improving over time. Women enjoy better status in the state as compared to women in India in terms of decision making power at the household level while the situation is reverse in case of their financial autonomy and sexual violence. Inter district disparity is rampant in the state. Districts like Kamrup and Tinsukia in spite of having high per capita DDP have not been able to transform the development effort to bridge the gender gap. Districts with high literacy rates are having high proportion of female main and marginal workers and low proportion of non-workers. Higher the literacy higher is the female workforce participation rate. Female enrolment rate is below fifty per cent in spite of universalization of primary education and provision of mid day meal schemes. Although Government has undertaken a number of steps the situation has remained gloomy mainly because the educated women are not forward looking and cherish the baseless age old customs. There is a need to create awareness towards achieving the desired goal of women empowerment in the state.

Education serves as the conduit by which women, long rooted in the private sphere, move into the public sphere and assert themselves on an equal basis with men. As a springboard to employment and economic independence, advocates say, education provides the critical foundation from which further empowerment flows. It is in this backdrop that the present paper tries to find the relationship between inequality in education and women empowerment. The entire paper is divided into three parts. The first part is introductory that talks about the second and third goal of MDGs which is achieving universal primary education and promote gender equality and empower women respectively with certain indicators to achieve these goals. This part also gives a brief account of the gender inequality in education and employment world wide. In the second portion, the importance of education in general and women education in particular has been highlighted. It talks about the gender inequality in literacy in India. A comparative analysis between different states of the country is being made with regard to the parameters like education dimension index and the same index if adjusted for inequality. Further, the parameters like inequality adjusted HDI, education and income index have been taken for few countries to make a comparative analysis. To find the impact of inequality in education on various other parameters, a correlation matrix has been calculated. To know the level of women empowerment in various parts of the world, the variables like female share in national parliament, percentage of female literacy and female labour force participation rate has been taken. The third and final part is given to concluding observations.

These include low investment in female education and health and restricted access to services and assets. This study highlights five areas that could help change this inequitable situation: education, health, wage labor, agriculture and natural resource management, and financial services. A gender and development strategy is suggested that would take into account the relative roles and responsibilities of women and men, implying that the actions and attitudes of men must change. The ideas presented in this paper are an example of the World Bank's commitment to mainstreaming gender concerns into its operations. Book excerpt: Abstract: To examine the impact of Rwanda's 1994 genocide on children's schooling, the authors combine two cross-sectional household surveys collected before and after the genocide. The identification strategy uses pre-war data to control for an age group's baseline schooling and exploits variation across provinces in the intensity of killings and which children's cohorts were school-aged when exposed to the war. The findings show a strong negative impact of the genocide on schooling, with exposed children completing one-half year less education representing an 18.3 percent decline. The effect is robust to including control variables, alternative sources for genocide intensity, and an instrumental variables strategy.

International instruments on human rights, the environment and sustainable development reaffirm the principle of non-discrimination on the basis of sex or gender. Yet women often face gendered obstacles in realizing their rights and feeding their families. The right to an adequate standard of living, including adequate food, may thus not be fulfilled. These obstacles may stem from directly or indirectly discriminatory norms or from entrenched socio-cultural practices, or both. This study analyses the gender dimension of agriculture-related legislation in a selection of different countries around the world, examining the legal status of women in three key areas: rights to land and other natural resources; rights of women agricultural workers; and rights concerning women's agricultural self-employment activities, ranging from women's status in rural cooperatives to their access to credit, training and extension services.
