Between 2000 and 2011 there were no famines and deaths in humanitarian emergencies were much reduced. The humanitarian agenda was ascendant. Then, in 2017, the United Nations identified four situations that threatened famine or breached that threshold in north-eastern Nigeria, Somalia, South Sudan, and Yemen. Today, this list is longer. Each of these famines is the result of military actions and exclusionary, authoritarian politics conducted without regard to the wellbeing or even the survival of people. Violations of international law including blockading ports, attacks on health facilities, violence against humanitarian workers, and obstruction of relief aid are carried out with renewed impunity. Yet there is an array of legal offenses, ranging from war crimes and crimes against humanity to genocide, available to a prosecutor to hold individuals to account for the deliberate starvation of civilians. However, there has been a dearth of investigations and accountability for those violating international law. The reasons for this neglect and the gaps between the black-letter law and practice are explored in this timely volume. It provides a comprehensive overview of the key themes and cases required to catalyze a new approach to understanding the law as it relates to starvation. It also illustrates the complications of historical and ongoing situations where starvation is used as a weapon of war, and provides expert analysis on defining starvation, early warning systems, gender and mass starvation, the use of sanctions, journalistic reporting, and memorialization of famine.

The book is primarily concerned with a lack or deficiency of one or more micro- or macronutrients in connection with malnutrition, under nutrition, and starvation. Embedded within the deficiency states is acute restriction whereby food is withdrawn completely for short periods, as when individuals are adhering to religious requirements or undergoing surgical procedures. Further downstream is the consumption of a fraction of the normal diet, as when individuals are dieting or when there is restriction in the amount or variety of food available. The causes of such reductions in dietary intake are varied and also include the social context of poverty, financial limitations, and famine. Refugees and displaced persons may also be vulnerable to under nutrition or total starvation. Diseases may also impact on the total food consumed, such as when there are physical impediments (intestinal obstruction or dysphagia) or anorexia (induced by organic disease or as a disease process per se, ie, anorexia nervosa). This book, organized as approximately 125 chapters in 17 major sections, covers the variable manifestations of dietary restrictions on cells, whole organs, the individual, and societies.

Book excerpt: This book is a detailed analysis of the food scarcity and epidemics among the womenfolk and other vulnerable sections of society in colonial Orissa. Its major significance lies in the fact that the food crisis, mass exodus and adverse sex ratio continue to raise questions in the contemporary world. Studies of such experiences help in re-designing strategies to meet the challenges arising from natural disasters, wars, pandemics, besides poverty and uncertain production outcomes. The study of Orissa Famine of 1866 explodes the myth upheld by the colonial administrators that women died at a lower rate than men in famines, because they could easily adapt to food scarcity and were supposedly less prone to infectious diseases. Evidence based on historical, sociological and biological factors showed that increasing male migration, much of it, leading to high mortality, explains the change in sex ratio during the colonial period. This work also shows that many of today’s consumption preferences, linguistic usages and cultural habits of people, carry traces of cataclysmic experiences. This book also highlights the fact that most famines are the result of policy failures and, are often rooted in structural inequalities with serious consequences for women, lower castes and the poor alike.
