Collectively, the research here provides a nuanced account of women’s livelihood strategies in artisanal and small- scale mining (ASM, as its generally known) in ways that challenge images of women— as either victimized by mining or empowered by mining livelihoods, or both— that tend to dominate the growing array of donor and policy interventions in this sector. The authors come from different disciplinary traditions— anthropology, economics, political science, mining engineering, law— but all place questions of gendered power front and centre in their analyses of sociocultural, institutional, economic and political relationships, practices and arrangements within which women navigate their mining livelihoods. The physical or representational presence (and sometimes absence) of women in ASM sites is a linking theme, with the chapters exploring different dimensions of mining and gender— the gendered divisions of labour, migration, land ownership, cultural norms, and gendered authority relations— but also how ‘women’ materialize and are seen and unseen in the growing array of transnational interventions in this sector. Although these people are located at the margins of mainstream economic life, they collectively produce enormous amounts of diverse material commodities and find a livelihood (and often a pathway out of oppressive poverty). The contributions to this book bring these people to the forefront of debates on resource politics. The contributors are international scholars and practitioners who explore the complexities in the histories, in labour and production practices, the forces driving such mining, the creative agency and capacities of these miners, as well as the human and environmental costs of ASM. They show how these informal, artisanal and small scale miners are inextricably engaged with, or bound to, global commodity values, are intimately involved in the production of new extractive territories and rural economies, and how their labour reshapes agrarian communities and landscapes of resource access and control. It contributes to filling a gap in the literature on the welfare effects of mineral resources, which, until now, has concentrated more on the national or macroeconomic impacts. Economists have long been intrigued by the paradox that a rich endowment of natural resources may retard economic performance, particularly in the case of mineral-exporting developing countries. Studies of this phenomenon, known as the “resource curse,†? examine the economy-wide consequences of mineral exports.1 Africa’s resource boom has lifted growth, but has been less successful in improving people’s welfare. Yet much of the focus in academic and policy circles has been on appropriate management of the macro-fiscal and governance risks that have historically undermined development outcomes. This study focuses instead on the fortune of local communities where resources are located. It aims to better inform public policy and corporate behavior on the welfare of communities in Africa in which the extraction of resources takes place.

Book excerpt: Though mining is an infamously masculine industry, women make up 20 percent of all production crews in Wyoming’s Powder River Basin—the largest coal-producing region in the United States. How do these women fit into a working culture supposedly hostile to females? This is what anthropologist Jessica Smith Rolston, herself a onetime mine worker and the daughter of a miner, set out to discover. Her answers, based on years of participant-observation in four mines and extensive interviews with miners, managers, engineers, and the families of mine employees, offer a rich and surprising view of the working “families” that miners construct. In this picture, gender roles are not nearly as straightforward—or as straitened—as stereotypes suggest. Gender is far from the primary concern of coworkers in crews. Far more important, Rolston finds, is protecting the safety of the entire crew and finding a way to treat each other well despite the stresses of their jobs. These miners share the burden of rotating shift work—continually switching between twelve-hour day and night shifts—which deprives them of the daily rhythms of a typical home, from morning breakfasts to bedtime stories. Rolston identifies the mine workers’ response to these shared challenges as a new sort of constructed kinship that both challenges and reproduces gender roles in their everyday working and family lives. Crews’ expectations for coworkers to treat one another like family and to adopt an “agricultural” work ethic tend to minimize gender differences. And yet, these differences remain tenacious in the equation of masculinity with technical expertise, and of femininity with household responsibilities. For Rolston, such lingering areas of inequality highlight the importance of structural constraints that flout a common impulse among men and women to neutralize the significance of gender, at home and in the workplace. At a time when the Appalachian region continues to dominate discussion of mining culture, this book provides a very different and unexpected view—of how miners live and work together, and of how their lives and work reconfigure ideas of gender and kinship.

Some Papua New Guineans welcomed them, worked for them, traded with them and learnt their skills and soon were mining on their own account. Others met them with hostility, either by direct confrontation or by stealthy ambush. Many of the indigenous people and some miners were killed. The miners were dependent on the local people for labourers, guides, producers of food and women. Some women lived willingly in the miners’ camps, a few were legally married, and some were raped. Working conditions for Papua New Guineans on the claims were mixed; some being well treated by the miners, others being poorly housed and fed, ill-treated, and subject to devastating epidemics. Conditions were rough, not only for them but for the diggers too. This book, republished in its original format, shows the differences in the experience of various Papua New Guinean communities which encountered the miners and tries to explain these differences. It is a graphic description of what happens when people from vastly different cultures meet. The author has drawn on documentary sources and interviews with the local people to produce, for the first time, a lively history.
