Im Speziellen werde ich versuchen, die Frage mit Hinblick auf geistig behinderte Menschen zu beantworten. Nach der Ratifizierung der „UN-Konvention über die Rechte für Menschen mit Behinderung“ im Jahr 2009 ist Deutschland verpflichtet, diese Ziele mit Leben zu füllen, sprich, die Behindertenrechtskonvention (BRK) in deutsches Recht umzusetzen. Laut BRK kommt auch dem Bereich Wohnen für Menschen mit Behinderung große Beachtung zu. So sollen – gemäß Art. 19 der Konvention – behinderte Menschen selbstbestimmt und gleichberechtigt entscheiden, wo und mit wem sie wohnen möchten; das heißt, sie können unabhängig von ihrem Hilfebedarf ihren Lebensort und eine ihnen entsprechende Wohnform (z.B. Betreutes Einzelwohnen oder Wohnheim) auswählen. Meine langjährige Erfahrung in der Arbeit im Betreuten Einzelwohnen, bei unterschiedlichen Trägern in Berlin, ließ mich verschiedene konzeptionelle Umsetzungen des Betreuungsangebotes in der Eingliederungshilfe kennenlernen. Der Berliner Senat hat zwar eine einheitliche Leistungsbeschreibung für das Hilfeangebot im Bereich „Betreutes Einzelwohnen für Menschen mit geistiger, körperlicher und/oder mehrfacher Behinderung“ geschaffen. Bei der Umsetzung des Angebotes, in der breiten und mitunter schwer überschaubaren Landschaft der Behinderten- und/oder heilpädagogischen Hilfen, müssen wir aber noch immer mit den Nachwirkungen längst überwunden geglaubter Leitprinzipien und Menschenbilder bei der Umsetzung institutioneller Hilfen kämpfen. Aus meiner Tätigkeit im Betreuten Einzelwohnen möchte ich ein Erlebnis besonders hervorheben: Die gegen den Willen des Betroffenen geplante Unterbringung eines geistig behinderten älteren Mannes in ein Wohnheim für Demenzkranke. Nur durch meinen engagierten, mitunter zermürbenden Einsatz konnte eine Fehlplatzierung im letzten Moment verhindert werden. Letztlich war es diese Erfahrung, die mich für das Thema der vorliegenden Arbeit und für die Bedeutsamkeit der selbstbestimmten Wohnortwahl, sensibilisiert hat.

The concept of superdiversity has been adopted by scholars across the social sciences in order to address a variety of forms, modes, and outcomes of diversification. Central to this field is the relationship between social categorization and social organization, including stratification and inequality. Increasingly complex categories of social “difference” have significant impacts across scales, from entire societies to individual identities. While diversification is often met with simplifying stereotypes, threat narratives, and expressions of antagonism, superdiversity encourages a perspective on difference as comprising multiple social processes, flexible collective meanings, and overlapping personal and group identities. A superdiversity approach encourages the re-evaluation and recognition of social categories as multidimensional, unfixed, and porous as opposed to views based on hardened, one-dimensional thinking about groups. Diversification and increasing social complexity are bound to continue, if not intensify, in light of climate change. This will have profound impacts on the nature of global migration, social relations, and inequalities. Superdiversity presents a convincing case for recognizing new social formations created by changing migration patterns and calls for a re-thinking of public policy and social scientific approaches to social difference. This introduction to the multidisciplinary concept of superdiversity will be of considerable interest to students and researchers in a range of fields in the humanities and social sciences.
