This is the latest volume in the Research Network on Gender and the State (RNGS) collaborative studies. Using the RNGS model of women's movement and women's policy actor strategies to influence public policy debates and state response, the book looks at data gathered from ten European countries (including Finland and Sweden), plus Japan, Australia, Canada, and the United States from the 1990s to today. The overall study is grouped into three distinct patterns of state change: state downsizing—particularly in social policy areas (Canada, Finland, the Netherlands, the United States, and Spain); expansion of state activities into previously less-regulated areas (Austria, France, Germany, and Sweden); and transformation—often constitutionally based—of representative structures (Australia, Belgium, Italy, Japan, and the United Kingdom). Examination of these patterns reveals the impact of the changes in state structures and national priorities on the effectiveness and ability of women's movement actors in achieving their goals.

Together with a few others, he was present at the cradle of Leuven sociology in the middle of the 1960s. He participated in the construction of the necessary administrative, logistic, and academic structures as well as in the establishment of the research and educational domains in which Leuven sociology would specialize. Very soon there developed a unique sociological prespective that is known as the Leuven triangle: the integration of sociological theory, methodology, and social policy. Within this framework, the name of Wilfried Dumon is inextricably bound up with the sociology of the family, or more broadly, with the family sciences.Without doubt, he was the standard bearer of Flemish family sociology. Hundreds of students profited from his unusual - others would use much more colorful adjectives - form of teaching, in both form and content. He was directly or indirectly responsible for virtually all the courses in Leuven family sociology, also outside of his own Faculty. And those whose licentiate or doctoral thesis dealt with a theme that was in any way related to subjects like marriage, the family, or sexuality, were invariably confronted with his critical analysis and unique vocabulary. Wilfried Dumon also took on many policy positions such as editorial secretary or editor-in-chief of journals, director or manager of all sorts of institutions, and member, director or chairman of several commissions and associations. And all of this both nationally and internationally. Indeed, Wilfried Dumon had and has an extensive and tightly knit network of warm academic contacts the world over.On the occasion of his retirement, a liber amicorum has been compiled. With this initiative, the Faculty of Social Sciences, the Department of Sociology, and the Section for the Sociology of the Family, the Population and Health Care wish to express deep appreciation and gratitude for an inspirer and standard bearer. Book excerpt: While the study of race relations in the United States continues to inspire and influence European thinking, Europeans have yet to confront their own history. To be black in Europe—whether during the sixteenth century or today—means sharing one crucial experience: being part of a small, but visible minority. European slave-owners, company directors, and investors in the distant past maintained an ocean-wide gap between themselves and the enslaved in the plantation colonies of the Caribbean. In the following centuries, this distance persisted. Even today, to be black in Europe often means to be one of a few black persons in a group. A racial pattern of exclusion has characterized European policy for more than four centuries. Dienke Hondius identifies ideas and attitudes toward "blackness," the concept of race as visible difference, developed in western Europe. She argues that racial discourses are generally dominated by paternalism—a concept usually used to explain power structures that is often applied to the nineteenth century. Hondius identifies five patterns of paternalism that influenced Europe much earlier and iniated trends of imagery and perception. Taking a chronological and thematic approach, Hondius first focuses on southern European societies in the Early Modern period and moves to northwest European societies in the Modern period. Addressing religion, law, and science, she concludes with a synthesis of developments from the twentieth century to the present.

Book excerpt: This book contains an in-depth examination of the Islamic headscarf cases of the Court of Justice of the European Union (CJEU) and places these against the background of the Islamophobia existing across Europe. It assesses how EU law can best protect women who want to wear headscarves at work for religious reasons and why this protection is important not only for the women themselves but also for the EU, taking into account its values as laid down in the Treaties, the Charter of Fundamental Rights of the EU and in the anti-discrimination Directives. It puts forward arguments for a finding that workplace neutrality bans constitute direct religion or belief discrimination and examines the way that the justification test for indirect discrimination has been applied by the CJEU. The work suggests that such bans could be more successfully challenged as gender and/or racial or ethnic origin discrimination, because the protection against these forms of discrimination is stronger. It also suggests that a claim for intersectional discrimination – on the grounds of gender, racial and ethnic origin, and religion or belief – should be possible in EU anti-discrimination law. The book will be of interest to academics, researchers and policy-makers working in the areas of equality and non-discrimination law, EU law and law and religion.
