Book excerpt: This book provides a comprehensive description of groundwater resources in Ethiopia and its various dimensions (groundwater as resource, environmental functions, and socioeconomics). The prevailing knowledge of groundwater resources in Ethiopia (or elsewhere in Sub Saharan Africa) was based on geological and stratigraphic framework known nearly four decades ago (mainly 1960's and 70's). Thanks to the substantial geoscientific research since the 70's a new set of relevant geological/stratigrahpic data has been created that helps to re-define our understanding of groundwater resources in Africa as a whole and in Ethiopia in particular: a) For the first time the basement aquifer of Ethiopia has been described hydrogeologically based on genesis of regoliths (deep weathering and striping history); clear regional difference in groundwater potential is shown for the first time; comparative accounty has been given regarding groundwater occurrence in the generally low grade basement rocks of Ethiopia (Arabian Nubian shield) and high grade basement rocks of the rest of Africa. b) For the first time groundwater occurrence in multilayred sedimentary rocks account for spatial variation in degree of karstification; deformation history, and stratigraphy. c) The vast volcanic aquifers of Ethiopia which have previously classified based on their ages are now reclassified based on age, morphology (eg. groundwater in plateau volcanics, groundwater in shield volcanics) and aquifer structure. d) The loose alluvio lacustrine sediments which were known as least extensive in previous works based on areal cover are in fact shown to host the most voluminous groundwater resources in Ethiopia. These aquifers have now been described based on their geomorphology, extent, and genesis. The aim of this book is to use these newly created knowledge to redefine the understanding of groundwater resources in Ethiopia.

Book excerpt: This volume reviews the experience of cooperation in five international river basins, focusing on the perceptions of risks and opportunities by decision makers in countries responding to a specific prospect of cooperation. For each basin, the analysis centered on “tipping points,” or periods in time when policymakers in the countries involved were faced with a critical decision concerning water cooperation. This study was inspired, in part, by the intensified involvement of the World Bank and development partners in shared international waters, resulting in a growing interest to better understand the political economy surrounding regional cooperation deals over water. While the associated economic benefits and costs of cooperation are generally well analyzed, the perceptions of decision makers regarding political risks and opportunities have been much less explored. Responding to this knowledge gap, this study looked at the political dimension of cooperation over international waters, beginning with perceived risks. Five categories of perceived risk were analyzed: 1) Capacity and Knowledge; 2) Accountability and Voice; 3) Sovereignty and Autonomy; 4) Equity and Access; and 5) Stability and Support. All five categories of risk were found to exert a significant influence on cooperation decisions, indicating that perceived risks were a core consideration for decision makers in countries. Furthermore, cooperation was more likely when risks were reduced, or opportunities created for political gains. This has important implications for development partners' engagement in shared international waters. Partners are advised to conduct risk assessments in consultation with countries involved, and devise plans for reducing perceived risks. Suggested measures for partner action are also included. In addition to the discussions of risk and enhancing the potential for cooperation, this volume offers some important lessons on supporting cooperation. First, cooperation can take several years of planning and confidence building, often before negotiations even begin. Thus, a long-term time commitment by partners is likely required. Finally, deals are dynamic. Once a deal is reached, the situation does not become static: deals can be fragile and fall apart or evolve and grow into stronger and more sustainable arrangements. Accordingly, periodic assessments are needed to reflect changing realities and as inputs for a revised strategy.

Its northernmost sectors within the Afar volcanic province include failed rifts, nascent sea-floor spreading, and youthful passive continental margins associated with one or more mantle plumes. A number of models have been proposed to explain the success and failure of continental rift zones, but there remains no consensus on how strain localizes to achieve rupture of initially 125-250 km-thick plates, or on the interaction between the plates and asthenospheric processes. This collection of papers provides new structural, stratigraphic, geochemical and geophysical data and numerical models needed to resolve fundamental questions concerning continental break-up and mantle plume processes. Only 253 of the thousands of lakes on this planet have surface areas larger than 500 square kilometers. At first sight, this statistic would seem to indicate that large lakes are relatively unimportant on a global scale; in fact, however, large lakes contain the bulk of the liquid surface freshwater of the earth. Just Lake Baikal and the Laurentian Great Lakes alone contain more than 38% of the world's total liquid freshwater. Thus, the large lakes of the world accentuate an important feature of the earth's freshwater reserves-its extremely irregular distribution. The energy crisis of the 1970s and 1980s made us aware of the fact that we live on a spaceship with finite, that is, exhaustible resources. On the other hand, the energy crisis led to an overemphasis on all the issues concerning energy supply and all the problems connected with producing new energy. The energy crisis also led us to ignore strong evidence suggesting that water of appropriate quality to be used as a resouce will be used up more quickly than energy will. Although in principle water is a "renewable resource," the world's water reserves are diminishing in two fashions, the effects of which are multiplicative: enhanced consumption and accelerated degradation of quality.
