Book excerpt: To help secure the nation's ports against a terrorist attack, federal regulations have required cargo and other maritime facilities to have security plans in place since July 2004. U.S. Coast Guard (USCG) guidance calls for an annual inspection to ensure that plans are being followed. Federal law enacted in October 2006 required such facilities to be inspected two times a year one of which is to be conducted unannounced. The USCG plans to conduct one announced inspection and the other as a less comprehensive unannounced spot check. GAO examined the extent to which the USCG (1) has met inspection requirements and found facilities to be complying with their plans, (2) has determined the availability of trained personnel to meet current and future facility inspection requirements, and (3) has assessed the effectiveness of its facility inspection program and ensured that program compliance data collected and reported are reliable. GAO analyzed USCG compliance data, interviewed inspectors and other stakeholders in 7 of 35 USCG sectors of varying size, geographic location, and type of waterway. What the GAO recommends. GAO recommends the USCG reassess the number of inspection staff needed, compare varying approaches taken by local units in conducting inspections, and improve its facility compliance data. The Department of Homeland Security agreed with GAO's recommendations.

Book excerpt: Although each main-set volume of Terrorism: 1st Series contains its own volume-specific index, this comprehensive Index places all the Index info from the last fifty main-set volumes into one index volume. Furthermore, the volume-specific indexes are only subject indexes, whereas five different indexes appear within this one comprehensive index: the subject index, an index organized according to the title of the document, an index based on the name of the document's author, an index correlated to the document's year, and a subject-by-year index. This one all-encompassing Index thus provides users with multiple ways to conduct research into four years' worth of Terrorism: 1st Series volumes.

Book excerpt: U.S. Customs and Border Protection (CBP) is responsible for the security of cargo containers shipped to the U.S. In FY 2008, 611 ports shipped a total of 9.8 million containers to the country. The 9/11 Act requires 100% of U.S.-bound cargo containers to be scanned by 2012, and CBP has begun implementing the Secure Freight Initiative (SFI) to address this requirement. This report assessed CBP's efforts to implement the 9/11 Act requirement. It addresses: (1) CBP's progress at the initial ports participating in the SFI program; (2) CBP plans to implement SFI; (3) the extent to which CBP has estimated costs and conducted a cost-benefit analysis of 100% scanning; and (4) any challenges to integrating 100% scanning with existing container security programs. This book was released on 2006-05-30 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: R. William Johnstone served on the transportation security staff of the 9/11 Commission, and wrote this book to build upon and supplement the Commission's work. In its pages, he explains the aviation security system failure on 9/11, uses that as a means for evaluating post-9/11 transportation security efforts, and proposes remedies to continued shortcomings. 9/11 and the Future of Transportation Security is based on information originally provided to the 9/11 Commission, augmented by unpublished reports and a wealth of other material that has come to light since the issuance of the Commission's own report in July 2004. Part One analyzes the aviation security system's history and institutions to explain why the system failed on 9/11. Part Two looks at what has been done in aviation and transportation security since 9/11, including the Commission's recommendations and the congressional response to them. Finally and most significantly, Part Three outlines a suggested approach for improving current U.S. transportation security. It begins with fundamental policy questions that must be answered if we are to optimize transportation security efforts, and concludes with both underlying principles for action and specific recommendations.
