Julio A Gonzalo, UAM, was in charge of coordinating the event. The first speaker was Ralph A Alpher, one of the pioneers who predicted very early the CBR (Cosmic Background Radiation). The CBR was observed by A Penzias and R Wilson, Bell Telephone Labs, in 1965. Thereafter it was measured with unprecedented precision by the COBE in 1989, characterizing the Planck spectral distribution of the CBR (J C Mather) and detecting its minute anisotropies (G Smoot). In 2003 the WMAP, NASA's satellite successor of the COBE, confirmed COBE's results, and gave an excellent quantitative estimate of the 'age' of the universe as 13.7 ± 0.2 Gyrs, in support of the Big Bang theory of cosmic origins.In the Third Edition of this book, almost coincident with the launch reports of NASA's James Webb Space Telescope (JWST), includes recent work discussing evidence in favor of an open finite universe. A further discussion of the Heisenberg-Lemaitre time (Appendix D) takes into consideration that the cosmic expansion velocity at very early times is Ṙ(yHL)≫c and reviews in more detail the thermal history of the universe.

I have chosen the title of "The Galaxy Principle" for my book, with "Come and let's build a spiral galaxy together" for the subtitle. While no one but God can build a galaxy, we can build the assimilation of a galaxy form, using the same physic principles that God used to build His billions of galaxies. In the late 1960s to early 1970s, I developed an intense interest in the bodies of the universe, as to where they came from and what is controlling their movements. This interest involved the planets, stars, and galaxies, with the spiral galaxy being the most interesting of all. Being an IBM Tool and Die Maker I used my skills to build some fixtures to test out what I could glean from photos that I could obtain of spiral galaxies. I could see that most spiral galaxies had a bar of varying shapes in the center. These bars were spinning with spiral arms usually following the ends of the bars. This fact revealed to me that electromagnetic force was involved in the development of the galaxy. I suspended a magnetic bar from a string tied to the middle of it. I suspended an iron bar by a string tied to the middle of it also. I caused the suspended magnet to spin and then held the suspended iron bar up near the spinning magnet, and the iron bar began to spin in the opposite direction from the movement of the magnet. With this gained knowledge, I built a fixture containing a motor fixed so as to spin a magnet underneath a fixed glass plate, and then sprinkled iron powder on top of the plate. To my amazement, the powder divided up into hundreds of small filaments that began to spin about their centers of mass in the opposite direction of the spin of the magnet and precessed around the spinning magnet in the opposite direction of the spin of the magnet. From these movements fact after fact began to be revealed about the movements involved in the development of a spiral galaxy. From all of this action, this book gradually came into existence. From the beginning of my studies in this field to the present covers a fifty-one- to fiftytwo-year period. I am so thrilled now for the honor of presenting this information to the world, and for the possibility of what may be developed from the physics principle that I have named it The Galaxy Principle

The last decade has been a period of exceptionally rapid progress regard ing our understanding of elliptical galaxies, driven on the observational side by a wealth of new photometric and spectroscopic data, and on the theoretical side by the recognition that ellipticals are slowly rotating triaxial systems, instead of rotationally flattened bodies. The 30 invited speakers reviewed all aspects of this progress, its consequences, and the major outstanding problems. Nearly 80 poster contributions were displayed for the duration of the meeting. These contained many of the most recent developments. The first part of these Proceedings contains the written versions of the invited reviews and the summary, in the order of their presentation. The accompanying discussions are based on the written versions of questions and answers as handed in by the participants. The second part of this book is devoted to the poster contribu tions. They have been grouped in a thematic order, proceeding from morphology to theory. Indices of objects, subjects, and names are provided. Unfortunately, none of the invited participants from the USSR were able to attend the Symposium. The Proceedings include the written versions of the planned contributions by Popov and Polyachenko.
