Book excerpt: Despite a substantial legacy of literature on EU interest representation, there is no systematic analysis available on whether a European model of interest representation in EU governance is detectable across functional, and territorial, categories of actors. ‘Functional’ actors include associations for business interests, the professions, and trade unions, as well as ‘NGOs’ and social movements; territorial based entities include public actors (such as regional and local government), as well as actors primarily organised at territorial level. What are the similarities and differences between territorial, and functional, based entities, and are the similarities greater than the differences? Are the differences sufficient to justify the use of different analytical tools? Are the differences within these categories more significant than those across them? Is there a ‘professionalised European lobbying class’ across all actor types? Does national embeddedness make a difference? Which factors explain the success of actors to participate in European governance? This book was originally published as special issue of Journal of European Integration.

It focuses on the role of the EU in decision-making within international organizations and regimes as a major locus of global governance. The book unpacks the concept of EU performance into four core elements: effectiveness (goal achievement); efficiency (ratio between outputs accomplished and costs incurred); relevance (of the EU for its priority stakeholders); and financial/resource viability (the ability of the performing organization to raise the funds required). Based on the case studies herein, the findings presented in this book relate to the identified core elements of performance with a particular emphasis on the dimensions of 'effectiveness' and 'relevance'. Most notably, the EU appears, on balance and over the past two decades, to have become much more relevant for its member states when acting within international institutions. The book highlights four particular factors explaining EU performance in international institutions: the status of relevant EU legislation and policies, the legal framework conditions including the relevant changes that the Lisbon Treaty has brought about, domestic EU politics, and the international context. The concept is a useful descriptor of decision-making processes that involve the simultaneous mobilization of public authorities at different jurisdictional levels as well as that of non-governmental organizations and social movements. It has become increasingly relevant with the weakening of territorial state power and effectiveness and the increase in international interdependencies which serve to undermine conventional governmental processes. This book moves towards the construction of a theory of multi-level governance by defining the analytical contours of this concept, identifying the processes that can uniquely be denoted by it, and discussing the normative issues that are raised by its diffusion, particularly in the European Union. It is divided into three parts, each meeting a specific challenge - theoretical, empirical, normative. It focuses on three analytical dimensions: multi-level governance as political mobilization (politics), as authoritative decision-making (policy), and as state restructuring (polity). Three policy areas are investigated in vindicating the usefulness of MLG as a theoretical and empirical concept - cohesion, environment, higher education - with particular reference to two member-states: the UK and Germany. Finally, both the input and output legitimacy of multi-level governance decisions and arrangements and its contribution to EU democracy are discussed. As a loosely-coupled policy-making arrangement, MLG is sufficiently structured to secure coordination among public and private actors at different jurisdictional levels, yet sufficiently flexible to avoid "joint decision traps". This balance is obtained at the cost of increasingly blurred boundaries between public and private actors and a change in the established hierarchies between territorial jurisdictions.
