Despite sweeping foreign policy initiatives, the Soviets maintain a significant military capability. Even as the likelihood of the Soviet threat diminishes, low-intensity type conflict threaten U.S. regional interests. Additionally, changing regional perceptions are undermining traditional U.S. security arrangements. Rising Asian nationalism questions the need for forward deployment of U.S. forces within regional states. A policy of forward presence via maritime assets is the solution. U.S. naval assets would allow for a reasonable power projection capability in time of crisis, yet would meet fiscal constraints during peacetime through a scaling down of deployed assets. Other U.S. forces will maintain their ability to meet regional responsibilities through training exercises with regional forces and a build-up of the U.S. sealift capability. Now is the time to encourage regional states to assume greater responsibilities for their own defense. A regional maritime organization must be developed to maintain open trade routes. With a focused mandate, such an organization would not threaten individual national sovereignties and would promote regional cooperation and stability. An expansion of the U.S. Navy's peacetime mission will certainly serve the national interest. Increased port visits to economically less developed regions should be coordinated to support on-going or planned U.S. assistance programs.

The current debate, similar to the one fifty years ago, has the Air Force promoting its bombers as a more cost effective weapon in comparison to the flexible and responsive aircraft carrier. In the post-Cold War world, the military has experienced a drawdown typical of past post war periods. With each new commission tasked to study the size and structure of the four services, white papers have been published justifying the existence of hardware. The Navy and Air Force, in particular, have produced a combined total of five papers to support their positions. The Air Force believes that its once dominating strategic nuclear bombers can be reconstituted as a force capable of providing forward presence through virtual means. The Navy offers no new visionary ideas; rather, it relies on history and past success to illustrate that forward presence continues to require forces that are forward deployed and visible. Over seas presence must be forward deployed and proactively engaged with friends and allies to demonstrate commitment in protecting the nation's vital interests. Virtual presence alone will not suffice, but strategic bombers and space based assets do have a part to play as a complementary force to those deployed overseas.

The National Military Policy is evolving as the Defense Department budget steadily shrinks. As the drawdown of forces continues, our forward presence and forward deployed forces will dwindle. A CONUS based Army will necessitate increased emphasis on our ability to deploy forces. Three historical deployment examples are examined in this study. The first is the 1940 German invasion of Norway. The other two involve U.S. forces: the 1958 deployment to Lebanon and Desert Shield/Desert Storm. Historical examples, coupled with U.S. deployment capabilities, provide some significant lessons learned used to formulate implications for deployment. The author concludes that there are three major areas that need attention as our Army goes into the transitionary times of the 1990's. The need for adequate strategic lift can no longer be ignored. We are not prepared to deploy heavy forces with the strategic lift currently in the inventory. The past policy of prepositioning will not make up the lift shortfall, given the multi-polar world we live in. Army officers should be encouraged to seek joint duty because of our need to have officers who understand Air Force and Navy missions and capabilities, not to satisfy the requirements of a law. Forward presence will decrease as our Army recedes into CONUS. However, we need to present as many opportunities to our officers for overseas duty as possible. The importance of maintaining an officer corps that understands other parts of the world is crucial for deployment.
