This question, which reverberates through American foreign policy, is at the heart of Adventures in Chaos. A faltering friendly state, in danger of falling to hostile forces, presents the U.S. with three options: withdraw, bolster the existing government, or try to reform it. Douglas Macdonald defines the circumstances that call these policy options into play, combining an analysis of domestic politics in the U. S., cognitive theories of decision making, and theories of power relations drawn from sociology, economics, and political science. He examines the conditions that promote the reformist option and then explores strategies for improving the success of reformist intervention in the future. In order to identify problems in this policy--and to propose solutions--Macdonald focuses on three case studies of reformist intervention in Asia: China, 1946-1948; the Philippines, 1950-1953; and Vietnam, 1961-1963. Striking similarities in these cases suggest that such policy dilemmas are a function of the global role played by the U.S., especially during the Cold War. Though this role is changing, Macdonald foresees future applications for the lessons his study offers. A challenge to the conventional wisdom on reformist intervention, Adventures in Chaos--through extensive archival research--displays a theoretical and historical depth often lacking in treatments of the subject.

Yet two years later, the country had ceased to exist, and devastating local wars were being waged to create new states. Between the fall of the Berlin Wall in November 1989 and the start of the war in Bosnia-Herzegovina in March 1992, the country moved toward disintegration at astonishing speed. The collapse of Yugoslavia into nationalist regimes led not only to horrendous cruelty and destruction, but also to a crisis of Western security regimes. Coming at the height of euphoria over the end of the cold war and the promise of a "new world order," the conflict presented Western governments and the international community with an unwelcome and unexpected set of tasks. Their initial assessment that the conflict was of little strategic significance or national interest could not be sustained in light of its consequences. By 1994 the conflict had emerged as the most challenging threat to existing norms and institutions that Western leaders faced. And by the end of 1994, more than three years after the international community explicitly intervened to mediate the conflict, there had been no progress on any of the issues raised by the country's dissolution. In this book, Susan Woodward explains what happened to Yugoslavia and what can be learned from the response of outsiders to its crisis. She argues that focusing on ancient ethnic hatreds and military aggression was a way to avoid the problem and misunderstood nationalism in post-communist states. The real origin of the Yugoslav conflict, Woodward explains, is the disintegration of governmental authority and the breakdown of a political and civil order, a process that occurred over a prolonged period. A new wave of violence soon erupted, engulfing places from Rwanda and Somalia to Chechnya and Bosnia. These new "clashes of civilizations," fundamentalist jihads, and ethnic massacres appeared to be more savage and less rational than the long twilight struggle with the USSR, during which Washington's adversary was clearly identified and relatively predictable. In an effort to understand these post-Cold War conflicts and to advise the government on how to deal with them, a new school of foreign policy thought has developed. Dubbed "chaos theory," it argues that the much heralded processes of globalization are actually breeding a reaction of irrational violence. Thus, the spread of Western cultural icons through new electronic media often shocks and offends moral sensibilities in traditional societies. The explosive growth of international commerce has triggered a wave of migration and urbanization that throws together people from different cultures and fertilizes xenophobia. Chaos theory has already won converts in the U.S. military, the intelligence community, and the foreign service. Its influence has been manifest in an array of policies, particularly during the U.S. engagement in Bosnia. But chaos theory is mostly wrong. In this book, the author outlines the growth of chaos theory and its growing influence, and then provides a thorough empirical critique. Using detailed studies of Bosnia and global comparisons, he shows that globalization has not played a decisive role in fueling recent conflicts. Indeed, journalists' impressions notwithstanding, there is no evidence that since 1989 warfare has become more savage or even more frequent.
