Available in PDF, EPUB and Kindle. Book excerpt: Despite the many benefits of energy, most of which are reflected in energy market prices, the production, distribution, and use of energy causes negative effects. Many of these negative effects are not reflected in energy market prices. When market failures like this occur, there may be a case for government interventions in the form of regulations, taxes, fees, tradable permits, or other instruments that will motivate recognition of these external or hidden costs. The Hidden Costs of Energy defines and evaluates key external costs and benefits that are associated with the production, distribution, and use of energy, but are not reflected in market prices. The damage estimates presented are substantial and reflect damages from air pollution associated with electricity generation, motor vehicle transportation, and heat generation. The book also considers other effects not quantified in dollar amounts, such as damages from climate change, effects of some air pollutants such as mercury, and risks to national security. While not a comprehensive guide to policy, this analysis indicates that major initiatives to further reduce other emissions, improve energy efficiency, or shift to a cleaner electricity generating mix could substantially reduce the damages of external effects. A first step in minimizing the adverse consequences of new energy technologies is to better understand these external effects and damages. The Hidden Costs of Energy will therefore be a vital informational tool for government policy makers, scientists, and economists in even the earliest stages of research and development on energy technologies.

Book excerpt: Global warming continues to gain importance on the international agenda and calls for action are heightening. Yet, there is still controversy over what must be done and what is needed to proceed. Policy Implications of Greenhouse Warming describes the information necessary to make decisions about global warming resulting from atmospheric releases of radiatively active trace gases. The conclusions and recommendations include some unexpected results. The distinguished authoring committee provides specific advice for U.S. policy and addresses the need for an international response to potential greenhouse warming. It offers a realistic view of gaps in the scientific understanding of greenhouse warming and how much effort and expense might be required to produce definitive answers. The book presents methods for assessing options to reduce emissions of greenhouse gases into the atmosphere, offset emissions, and assist humans and unmanaged systems of plants and animals to adjust to the consequences of global warming.

Book excerpt: The electric power sector is what keeps modern economies going, and historically, fossil fuels provided the bulk of the energy need to generate electricity, with coal a dominant player in many parts of the world. Now with growing concerns about global climate change, this historical dependence on fossil-fuels, especially those rich in carbon, are being questioned. Examining the implications of the industry's future in a carbon-constrained world, a distinct reality, is the subject of this book. Containing contributions from renowned scholars and academics from around the world, this book explores the various energy production options available to power companies in a carbon-constrained world. The three part treatment starts with a clear and rigorous exposition of the short term options including Clean Coal and Carbon Capture and Sequestration Technology, Coal, and Emission trading. Renewable energy options such as Nuclear Energy, Wind power, Solar power, Hydro-electric, and Geothermal energy are clearly explained along with their trade-offs and uncertainties inherent in evaluating and choosing different energy options and provides a framework for assessing policy solutions. This is followed by self-contained chapters of case-studies from all over the world. Other topics discussed in the book are Creating markets for tradable permits in the emerging carbon era, Global Action on Climate Change, The Impossibility of Staunching World CO2 Emissions and Energy efficiency. Clearly explains short term and long term options Contributions from renowned scholars and academics from around the world Case-studies from all over the world

Book excerpt: The generation of electricity by wind energy has the potential to reduce environmental impacts caused by the use of fossil fuels. Although the use of wind energy to generate electricity is increasing rapidly in the United States, government guidance to help communities and developers evaluate and plan proposed wind-energy projects is lacking. Environmental Impacts of Wind-Energy Projects offers an analysis of the environmental benefits and drawbacks of wind energy, along with an evaluation guide to aid decision-making about projects. It includes a case study of the mid-Atlantic highlands, a mountainous area that spans parts of West Virginia, Virginia, Maryland, and Pennsylvania. This book will inform policy makers at the federal, state, and local levels.

Book excerpt: This report presents, for the first time, specific air pollutant information from 2002 for individual fossil fuel-fired power plants across North America. It finds a small percentage of facilities release much of the electricity sector's sulfur dioxide, nitrogen oxides, mercury and carbon dioxide emissions in North America. These emissions are know to contribute to acid rain, haze, smog, and climate change, as well as toxic mercury found in fish and eaten by people.

Available in PDF, EPUB and Kindle. Book excerpt: "This project is for an integrated gasification combined cycle (IGCC) power generating facility called Hydrogen Energy California (HECA) in Kern County, California.... The project, as proposed, would gasify blends of petroleum coke (25 %) and coal (75%) to produce hydrogen to fuel a combustion turbine operating in combined cycle mode. The gasification component would produce 180 million standard cubic feet per day (MMSCFD) of hydrogen to feed a 400 megawatt (MW) gross, 288 MW net combined cycle plant providing California with dispatchable baseload power to the grid. The gasification component would also capture approximately 130 MMSCFD of carbon dioxide (or approximately 90 percent at steady-state operation) which would be transported and used for enhanced oil recovery and sequestration (storage) in the Elk Hills Oil Field Unit. The HECA project would also produce approximately 1 million tons of fertilizer for domestic use" --California Energy Commission web site, Docket 08-AFC-8A.
