In 2014 there were approximately 702,000 reported incidents of child maltreatment. In this same year about 260,000 children entered into the foster care system nationwide. Children who enter the foster care system may need to be placed in certified foster care rather than a relative. This study explores the perceptions of foster parents in a rural state regarding their empowerment in four domains; leadership, opportunity role structure, social support, and group-based belief system. Participants were certified foster parents from multiple counties within the rural state. The foster parent participants were provided with information on proposed legislation which had not passed in the previous legislative session regarding a foster parent bill of rights. Foster parents were interviewed individually and assigned a pseudonym. The study found foster parents were unaware of the proposed legislation and were in support of the bill provided to them for the study. Foster parents also did not perceive they were empowered in any of the four domains identified. Participants identified areas for improvement for the experience of a foster parent and believed a foster parent bill of rights would be an important factor in the improvement of the foster parent experience.

Through research, practice, and creative works, the book contributes to a greater understanding of ways that service providers can advance their work with rural families and broaden their perspectives about realities experienced by families living in rural communities. The farmers received free labor in return for providing room and board. Reformers, meanwhile, believed children learned lessons in family life, citizenry, and work habits that institutions simply could not provide. Drawing on institution records, correspondence from children and placement families, and state reports, Megan Birk scrutinizes how the farm system developed--and how the children involved may have become some of America's last indentured laborers. Between 1850 and 1900, up to one-third of farm homes contained children from outside the family. Birk reveals how the nostalgia attached to misplaced perceptions about healthy, family-based labor masked the realities of abuse, overwork, and loveless upbringings endemic in the system. She also considers how rural people cared for their own children while being bombarded with dependents from elsewhere. Finally, Birk traces how the ills associated with rural placement eventually forced reformers to transition to a system of paid foster care, adoptions, and family preservation.

Today, however, the foster care system is widely criticized for failing the children and families it is intended to help. How did a vision of dignified services become virtually synonymous with the breakup of poor families and a disparaged form of "welfare" that stigmatizes the women who provide it, the children who receive it, and their families? Tracing the evolution of the modern American foster care system from its inception in the 1930s through the 1970s, Catherine Rymph argues that deeply gendered, domestic ideals, implicit assumptions about the relative value of poor children, and the complex public/private nature of American welfare provision fueled the cultural resistance to funding maternal and parental care. What emerged was a system of public social provision that was actually subsidized by foster families themselves, most of whom were concentrated toward the socioeconomic lower half, much like the children they served. Analyzing the ideas, debates, and policies surrounding foster care and foster parents' relationship to public welfare, Rymph reveals the framework for the building of the foster care system and draws out its implications for today's child support networks.
