El tipo de revisión realizado para el Plan Básico de Ordenamiento territorial en el municipio de La Virginia fue de tipo Estructural, este es el principal criterio para identificar el tipo de revisión que se llevará a cabo, y los pasos que se sugieren dentro de esta propuesta para la incorporación de la dimensión ambiental en un nuevo proyecto de acuerdo del POT. Los determinantes analizados como el PGAR, Plan de Desarrollo, Plan de acción de la Autoridad Ambiental, los Planes de Ordenación y Manejo de cuencas hidrográficas, Determinantes ambientales, Planes de manejo de la dimensión ambiental, son de obligatorio cumplimiento e incorporación dentro de los POTs, por tanto hacen parte fundamental dentro del modelo propuesto. El municipio de La Virginia según criterio de la Autoridad ambiental se encuentra en la subregión II, se debería considerar una evaluación acerca de esto, y analizar el hecho que el municipio haga parte del Área Metropolitana del centro Occidente, y según el concepto, debería encontrarse por criterios similares de evaluación en la subregión 1 del departamento. El municipio de La Virginia, por pertenecer a un área metropolitana, reconoce como insumo fundamental el Modelo de Ocupación de los municipios que conforman el Comité de Integración Territorial del Área Metropolitana del Centro Occidente, el cual toma como base fundamental el Plan Integral de Desarrollo Metropolitano PIDM, que respalda las normas, contenidos, directrices y orientaciones que debe observar el desarrollo rural urbano - regional en el Área Metropolitana Centro Occidente y la Región de Integración Territorial del cual hace parte el municipio de La Virginia - Risaralda...

Book excerpt: Introduccion: En las últimas décadas, las grandes ciudades están evolucionando hacia un tipo de ciudad dispersa, produciendo un mayor consumo de recursos, paralelo a este cambio en la estructura de las ciudades, se está produciendo un aumento de la movilidad y un aumento del tráfico. Tradicionalmente la solución que se ha aplicado es un aumento de las infraestructuras para el vehículo particular, pero la consecuencia de este tipo de acciones es un aumento del uso del mismo frente al transporte público, aumento del ruido, de la congestión y pérdida de calidad del aire y por tanto, una calidad de vida desmejorada para los habitantes. El Área Metropolitana Centro Occidente, no ajena a esta realidad, en el año 2006 formuló un Plan Integral de Movilidad Metropolitana y en el año 2009 declara como hecho metropolitano la movilidad, pretendiendo intervenir en lo concerniente con la movilidad en los municipios que la conforman, incluyendo el transporte integrado masivo, contribuyendo a mejorar las condiciones ambientales y sociales de los habitantes del territorio. Basados en el contexto anterior, el presente documento contiene un proceso investigativo en el cual se realizó un diagnóstico interno y externo de la gestión ambiental de la movilidad en el AMCO. Este diagnóstico se enmarcó en la metodología de la planeación estratégica donde se evaluaron capacidades internas como la administrativa, la gestión humana, la tecnológica y la financiera. A nivel externo se evaluaron los subsistemas socio-cultural, económico-financieros, físico-espaciales y político administrativo. El análisis integrado de estos componentes configuró la descripción de la problemática identificada. Posteriormente, se definieron una serie de estrategias que configuran algunos aportes estratégicos para la gestión de la movilidad en el AMCO, de las cuales se destaca el fortalecimiento Institucional para la movilidad metropolitana y la gestión ambiental cultural para la movilidad metropolitana.

What drove these changes and what determined whether the emerging democracies would stabilize or revert to authoritarian rule? Dictators and Democrats takes a comprehensive look at the transitions to and from democracy in recent decades. Deploying both statistical and qualitative analysis, Stephen Haggard and Robert Kaufman engage with theories of democratic change and advocate approaches that emphasize political and institutional factors. While inequality has been a prominent explanation for democratic transitions, the authors argue that its role has been limited, and elites as well as masses can drive regime change. Examining seventy-eight cases of democratic transition and twenty-five reversions since 1980, Haggard and Kaufman show how differences in authoritarian regimes and organizational capabilities shape popular protest and elite initiatives in transitions to democracy, and how institutional weaknesses cause some democracies to fail. The determinants of democracy lie in the strength of existing institutions and the public's capacity to engage in collective action. There are multiple routes to democracy, but those growing out of mass mobilization may provide more checks on incumbents than those emerging from intra-elite bargains. Moving beyond well-known beliefs regarding regime changes, Dictators and Democrats explores the conditions under which transitions to democracy are likely to arise.
