Book excerpt: OBJECTIVE: Utilisation of methodologies and training modules developed and tested during the project by the Centre Ouest Africain de Formation Bancaire (COFEB), management training centres and bodies responsible for promoting small scale enterprises (SMEs) and handicrafts in Burkina Faso, Mali, Niger and Senegal. The aim was to improve the banking community's attitude towards financing SMEs and their capacity to analyse needs and facilitate access to credit. FINDINGS: The main activities of the project were the seminars and workshops which were well-received and sensitized people to the problems and potentials of SMEs, although they did not in fact improve general attitudes towards them. The only target group reached effectively was the bankers. Lack of pre-project planning and a precise PRODOC reduced project impact. For example, difficult national economic situations, which were not identified during project formulation, caused a steady decline in the credit granted to high-risk ventures. The quality of ILO backstopping of the project is also questionned. Government communications systems were slow which hindered implementation. At the time of the evaluation, the integration of the training materials by the COFEB was still awaiting an official decision. RECOMMENDS: Immedi.
