The goal of the member countries is to increase the resilience of mountain forests and ensure the sustainability of their protective functions for society. Each country report covers the following topics: 1) definition of protective forests; 2) characteristics of the national protective forest system; 3) challenges encountered in the management and strengthening of protective forests, including climate change impacts; 4) governance of the protective forest system; and 5) monitoring and planning systems for protective forests. Countries have defined, characterized, and identified challenges inherent to their protective forests, and it is through their appropriate governance, management and planning that the forests are able to provide ecosystem services in a sustainable way. In the context of a changing climate, the approach has to be revisited and adapted to novel and increasingly more uncertain conditions. This review of reports from 12 countries shows that especially mountain regions in Europe are facing common challenges and that different approaches can be learnt from each another. We hope that this report may provide a basis for further actions in transboundary and international cooperation for maintaining and enhancing protective forests.

Climatic change represents a considerable threat to forest management in the current static paradigm. However, carbon sequestration issues offer opportunities for new techniques and strategies, and those able to adapt their management to this changing situation are likely to benefit. Such changes are already underway in countries such as Australia and Costa Rica, but it will probably take much longer for the forestry sector in the Pacific Northwest region of North America (encompassing Oregon, Washington, Montana, Idaho, British Columbia and Alaska) to change their current practices.

Over the past two decades, CIFOR has accumulated a substantial body of work on dry forests, with a particular focus on African dry forests. This paper is intended to build on that work, by gathering wider research from around the world, as CIFOR seeks to widen the geographic scope of its research on dry forests. The present assessment explores five themes: climate change mitigation and adaptation; food security and livelihoods; demand for energy; sustainable management of dry forests; and policies and institutional support for sustainable management. These themes emerged as priority areas during discussions on dry forest research priorities held at CIFORs Dry Forests Symposium in South Africa in 2011. Research on these themes should be considered a priority, given the importance of dry forests to people and ecosystems around the world and the threats posed to them.
