Among the early Spanish chroniclers who contributed to popular images of the New World was the Amerindian-Spanish (mestizo) historian and literary writer, El Inca Garcilaso de la Vega (1539-1616). He authored several works, of which La Florida del Inca (1605) stands out as the best because of its unique Amerindian and European perspectives on the De Soto expedition (1539-1543). As the child of an Indian mother and a Spanish father, Garcilaso lived in both worlds--and saw value in each. Hailed throughout Europe for his excellent contemporary Renaissance writing style, his work was characterized as literary art. Garcilaso revealed the emotions, struggles, and conflicts experienced by those who participated in the historic and grandiose adventure in La Florida. Although criticized for some lapses in accuracy in his attempts to paint both the Spaniards and the Amerindians as noble participants in a world-changing event, his work remains the most accessible of all the chronicles. In this volume, Jonathan Steigman explores El Inca’s rationale and motivations in writing his chronicle. He suggests that El Inca was trying to influence events by influencing discourse; that he sought to create a discourse of tolerance and agrarianism, rather than the dominant European discourse of intolerance, persecution, and lust for wealth. Although El Inca's purposes went well beyond detailing the facts of De Soto’s entrada, his skill as a writer and his dual understanding of the backgrounds of the participants enabled him to paint a more complete picture than most--putting a sympathetic human face on explorers and natives alike.

Board of Education case that outlawed segregation in the nation’s public schools, research reveals that schools have undergone significant re-segregation. The anguish that many of us feel about this incredible failure of public policy underscores the layered aspect of achieving racial equality in America. In Florida, and across the nation, the steps that have been taken to implement affirmative action in higher education have been under constant attack by conservatives, and a series of actions by various state and federal courts have resulted in reduced access and enrollment of students of color in several states. In 1999, Governor Jeb Bush used his authority to redefine affirmative action in his state by issuing an executive order that established the One Florida Initiative (OFI). Bush’s claim that the OFI was intended to increase diversity and opportunities for people of color in Florida’s state university system appears to be contradicted by findings that minority representation actually decreased in most of the state universities after the policy was implemented. Hilton and colleagues provide a cogent analysis of the effects of the OFI on enrollment patterns in the state’s public law schools to help us understand how changes in public policy can have detrimental effects on particular communities. The research is both enriched and complicated by the inclusion of the two law schools: Florida A&M and Florida International Universities, both of which are minority-serving institutions (MSIs). These schools were developed independently of the OFI but had a potential effect on the level of diversity that can be calculated across the system. The use of critical race theory offers an approach that will prove unnerving to some readers, but is one that provided insights that may not have been revealed through a different framework.

Book excerpt: In 1964, Dr. Martin Luther King, Jr. called St. Augustine, Florida, the most racist city in America. The resulting demonstrations and violence in the summer of 1964 only confirmed King's characterization of the city. Yet, St. Augustine's black history has its origins with the Spanish who founded the city in 1565. With little racial disturbance until the modern civil rights movement, why did St. Augustine erupt in the way it did? With the beginnings of Jim Crow in Florida around the turn of the century in 1900, St. Augustine's black community began to resist the growing marginalization of their community. Within the confines of the predominantly black neighborhood known as Lincolnville, the black community carved out their own space with a culture, society and economy of its own. This paper explores how the African American community within St. Augustine developed a racial solidarity and identity facing a number of events within the state and nation. Two world wars placed the community's sons on the front lines of battle but taught them to value of fighting for equality. The Great Depression forced African Americans across the South to rely upon one another in the face of rising racial violence. Florida's racial violence cast a dark shadow over the history of the state and remained a formidable obstacle to overcome for African Americans in the fight for equal rights in the state. Although faced with few instances of violence against them, African Americans in St. Augustine remained fully aware of the violence others faced in Florida communities like Rosewood, Ocoee and Marianna. St. Augustine's African American community faced these obstacles and learned to look inward for support and empowerment rather than outside. This paper examines the factors that vii encouraged this empowerment that translates into activism during the local civil rights movement of the 1960s.
