An application is presented in which optimal reservoir flood control plans for a three reservoir system are selected. Computer program HEC-5 is used to simulate the reservoir system to determine the modified condition flow-frequency curves, EAD is used to evaluate expected annual damage reductions and the HEC-DSS programs are used to manage the large amounts of data required for the computations. The branch and bound enumeration algorithm provides a systematic evaluation of plans with the HEC programs and expedites identification of the optimal plan by eliminating the need to evaluate all alternative plans. HEC-5 can simulate the essential features and operation goals and constraints of simple or complex systems with simulation intervals ranging from minutes to one month. Single event flood analysis and period of record conservation analysis may be accomplished with the model. Flood control analysis includes balanced system operation for downstream damage centers with consideration of forecasted local flows and hydrologic routing. In addition, induced surcharge operation based on spillway gate regulation schedules can be simulated. Hydropower analysis may include run-of-river, peaking, and pumped storage plants as well as system power operation. Water supply simulation can include reservoir and downstream flow requirements in addition to divers ions and return flows. Book excerpt: The goals of nonstructural flood-control planning are formulation, evaluation, selection, and implementation of a practicable management plan that provides optimal protection from the adverse effects of flooding. Many alternative flood-control measures can be dismissed by the water resources planner on the basis of judgement, but a substantial number will require detailed analysis before a suitable plan can be selected. This analysis is an iterative process, requiring input from the planar at each step. Software developed at the Hydrologic Engineering Center (HEC) allows efficient data storage in a structure-oriented data bank and provides for selective retrieval and manipulation of the data from an interactive terminal. Thus the planner is able to propose nonstructural measures and to evaluate rapidly the economic and technical feasibility of those measures in a iterative scheme that allows the required input from the planner. An application of the interactive plan evaluation software is presented. Steps in creating the data bank are defined, and use of the software for subsequent accessing and manipulating the data for plan evaluation is discussed. (Author).

Available in PDF, EPUB and Kindle. Book excerpt: The Arkansas River between Pueblo, Colorado, and John Martin Dam, a distance of about 125 river miles, is an alluvial, sand-bed river. It meanders between bluffs in a flood plain about one mile in width. During geologic time the downstream (eastern) portion of this reach has been migrating southward due to heavy sediment loads from northern tributaries. A local flood control project is being planned for the town of La Junta, which is in the downstream one-third of this reach. A study was undertaken to evaluate the future performance of various flood control alternatives with regard to channel stability, sediment movement, and project maintenance. The alternatives considered were various channel and levee configurations. Evaluations were based on both long-term (100-year period) and short-term (single flood event) hydrologic scenarios. The primary tool used in this study was the movable boundary mathematical model HEC-6 entitled 'Scour and Deposition in Rivers and Reservoirs.' The hydrologic and sediment regimes of the study reach are complex due to four tributaries and eleven major irrigation diversions. This paper describes development of representative data for the long-term analysis, operation of the model, calibration and simulation strategies employed, interpretation of model results, and computational aspects of this application.
