Book excerpt: There is concern that the increase in flexible employment contracts witnessed in many OECD economies is evidence of a growth in low-pay, low-quality jobs. In practice, it is difficult to evaluate the 'quality' of flexible jobs. Previous research has primarily investigated objective measures of job quality such as wages and training or subjective measures such as job satisfaction. We jointly evaluate these elements of flexible employment contracts using a job quality index. Analysis of this index demonstrates that flexible jobs are of a lower quality. Differences in the subjective and objective assessment of factors like pay and hours are evident.

Job quality matters and has long and continually done so, even if the terminology used to describe it has, and continues, to vary. Debate about the future of work and job quality in the twenty-first century centres on the impact of the new digital technologies of the putative fourth industrial revolution. This debate compounds existing concerns about the restructuring of employment and, importantly, a worrying proliferation of poor-quality jobs, often within the context of neo-liberal political-economic hegemony since the early 1980s or the economic crisis that followed the Global Financial Crisis of the late 2000s. Job quality is offered as a solution to challenges such as health, welfare, productivity, innovation, economic competitiveness, democracy and democratic participation, Bildung/cultivation, societal equality, individual and collective quality of life, and environmental sustainability. As job quality is a key factor in addressing these and the other challenges, it needs to be understood in all its complexity in terms of what it affects as well as what affects it. This Handbook draws together into a single volume: first, an explicit focus on job quality both as a significant factor in and of itself and as producing instrumental effects on a range of other processes and outcomes; second, a catalogue of the diverse range of multiple contributions and applications related to job quality; and third, the complexity and multiple interpretations of the concept of job quality. Each chapter provides distinct responses to the question of why job quality matters, coupled to a contention about for whom or for what job quality matters most. As the chapters with their respective answers and arguments attest, there are a range of ways in which job quality is relevant to an equally broad range of social, economic, and political concerns.

Book excerpt: Nonstandard work arrangements (independent contracting, working for a temporary help agency, contract or on-call work, day labor, self-employment, and regular part-time employment) are growing more common in the United States. In 1995, more than 29 percent of all jobs were in nonstandard work arrangements. A study of these jobs and the characteristics of the workers who hold them was conducted through analysis of the 1995 Current Population Survey. The study found that nonstandard workers are disadvantaged by their work arrangement and the preponderance of low-quality jobs because they are more likely than regular full-time workers to be employed in low-quality jobs. In addition to paying lower wages, all types of nonstandard nobs are much less likely to provide health insurance or a pension than is regular full-time employment, are more likely to be of limited duration, and are poor ways to move to regular full-time employment, at least within a particular firm. More women than men, and both genders in minority groups, are more likely to hold low-quality, nonstandard jobs. The study concluded that public policies are needed to improve job quality and provide greater workplace protection for workers in nonstandard work arrangements. (Contains 21 references.) (KC)
