Book excerpt: Fleeting Agencies disrupts the male-dominated narratives by focusing on gendered patterns of migration and showing how South Asian women labour migrants engaged with the process of migration, interacted with other migrants and negotiated colonial laws. This is the first study of Indian coolie women in British Malaya to date. In exploring the politicization of labour migration trends and gender relations in the colonial plantation society in British Malaya, the author foregrounds how the migrant Indian 'coolie' women manipulated colonial legal and administrative perceptions of Indian women; their gender-prescriptive roles, relations within patriarchal marriage institutions, and even the emerging Indian national independence movement in India and Malaya. All this, to ensure their survival, escape from unfavourable relations and situations, and improve their lives. The book also introduces the concept of situational or fleeting agency, which contributes to further a nuanced understanding of agency in the lives of Indian coolie women.

Waiting on Empire focuses on a largely forgotten group in this story of movement and migration: South Asian travelling ayahs (servants and nannies), who travelled between India and Britain and often found themselves destitute in Britain as they struggled to find their way home to South Asia. Delving into the stories of individual ayahs from a wide range of sources, Arunima Datta illuminates their brave struggle to assert their rights, showing how ayahs negotiated their precarious employment conditions, capitalized on social sympathy amongst some sections of the British population, and confronted or collaborated with various British institutions and individuals to demand justice and humane treatment. In doing so, Datta re-imagines the experience of waiting. Waiting is a recurrent human experience, yet it is often marginalized. It takes a particular form within complex bureaucratized societies in which the marginalized inevitably wait upon those with power over them. Those who wait are often discounted as passive, inactive victims. This book shows that, in spite of their precarious position, the travelling ayahs of the British empire were far from this stereotype.

The historical significance of these areas, coupled with their unique visual amenities, have resulted in major renewal efforts in many cities. The competition between the waterway navigation industry and redevelopment interests for scarce waterfront land has resulted in conflicts. Congestion along the access routes to existing ports and terminals has affected the ability to move goods efficiently to and from the waterfront. This report presents the results of an investigation into waterfront redevelopment issues and conflicts that arise related to landside access to ports and terminals. Guidelines are presented that address some of the problems that arise during the development of waterfront development projects and in planning adequate transportation access. These guidelines focus on developing mechanisms to improve communication among the individuals and agencies involved it the planning process. They include such activities as information dissemination and the establishment of committees with broad representation. Application of these guidelines by water transportation interests, urban planners, transportation engineers, and community officials may alleviate some of the conflicts and enhance the planning process. The report concludes with recommendations for actions to be taken to insure that the results of this investigation are considered for implementation by waterway navigation interests and in the planning process.
