However, these remained outside the spotlight of the international community until the turn of this century when the negative effects that fisheries subsidies have on international trade, the environment and sustainable development became increasingly clear. As a result the Doha Round Negotiations set the parameters for an effective fisheries subsidies regime. WTO Members thus embarked in intensive negotiations with the collaboration of various international organizations. These negotiations culminated with publication of the legal text of the Chairman of the Negotiating Group on Rules in 2007 which reflects to a large extent the mandates of the Ministerial Conferences and reconciles the diverse interests of the negotiators. The EU as a major WTO Member and with its own Common Fisheries Policy which has been in effect for a number of years can serve as the basis for comparison and improvement of the proposed regulations.

Available in PDF, EPUB and Kindle. Book excerpt: Marine living resources are currently under severe threat from unsustainable use. International law urges a precautionary approach in the use of remaining fish stocks, necessitating rational domestic management of coastal fisheries and requiring foreign nations accessing these stocks to cooperate to this end. The manner in which bilateral fishing relations between the EU and various West African states have historically played out, however, has not followed this route. This book is a legal study of these relations from an inter-disciplinary and contextual perspective with particular reference to sustainability questions using three broad conceptual lenses: common resource management, integration towards sustainable development and the colonial legacy to interrogate the extent to which these interactions operated as legal instruments of sustainability.

Book excerpt: The African, Caribbean and Pacific (ACP) countries are facing several major sets of closely interlinked forces that are likely to have significant impacts on the development of their agriculture (including fisheries) sectors and their food security situations. The possible conclusion and outcome of both the negotiations for Economic Partnership Agreements (EPAs) under the Cotonou Agreement (with the European Union [EU]) and the World Trade Organization negotiations pose serious concerns on the future of their agricultural trade and development. This study provides an introduction to some of the most critical aspects of the agriculture and fisheries negotiations including feasible approaches and options for the ACP to ensure that their agricultural and fisheries sectors reap maximum and sustained benefits with a view towards enhancing their food security situation.

Book excerpt: With the growing scarcity of fish resources, instruments of fisheries management become crucial. This publication suggests a legal approach to this isssue, and focuses on six case studies: Indonesia, Kenya, Namibia, Brazil, Mexico and the EU. The case studies are preceded by an analysis of the international law requirements concerning fisheries management, with a focus on fisheries in Exclusive Economic Zones. The final part of the book summarises the case studies and develops a proposal for a 'legal clinic' for fisheries management.

Available in PDF, EPUB and Kindle. Book excerpt: The Economic Partnership Agreements between the European Union and the Africa, Caribbean, and Pacific (ACP) countries have drastically restructured Europe’s trade architecture towards the third world. This volume examines the consequences of EPAs for development in sub-Saharan Africa (SSA). Starting from the observation that the establishment of free trade as such will substantially impact upon economic development, the different contributions focus on the potential contribution of non-traditional aspects of EPAs. More specifically, the authors analyze the role of Aid for Trade schemes, regulatory integration issues and broader foreign policy considerations. How can these non-market access aspects stimulate development in Africa, and how have they been addressed in the EPAs? In short, this brings us to the question whether the ‘light version EPAs’ as they currently stand are a missed chance or a blessing in disguise?

Book excerpt: This unique annual collection of key economic and statistical data on the world's small states--those with fewer than five million inhabitants--is an essential reference for economists, planners, and policymakers. Data on sixty-five countries is included, grouped in three categories: low-; middle-; and high-income--based on their 2003 per capita GNI. The book contains fifty-one tables covering selected economic and social indicators culled from international and national sources and presents information unavailable elsewhere. As well as basic demographic information, including gender-disaggregated information where available, the tables include information on the structure of production; the structure of demand; external payments, reserves, net transfers and finance flows; exchange rate, interest rate, and money supply information; and labor force data. A detailed parallel commentary on trends in Commonwealth small states, looking at growth, employment, inflation, and economic policy issues, permits a deeper understanding of developments behind the figures.

Available in PDF, EPUB and Kindle. Book excerpt: At a pivotal point in the history of the WTO, when development issues are at the heart of negotiations, how the larger and more powerful members address the legitimate concerns of its poorest and most vulnerable members will shape the perception of the institution throughout the century. This book aims not only to document almost ten years of experience of small states with the WTO but also to explain this experience. It takes an evidential theory approach to explaining the features characteristic to the trade and economic development of small island states. It then highlights the issues of concern to these states in relation to negotiations at the WTO. The experience of the African Caribbean and Pacific (ACP) countries with the WTO dispute settlement mechanism is discussed, and the book ends with a discussion of key negotiating issues for the island states and institutional arrangements to facilitate reform.

Book excerpt: Fish and fish products are among the most traded food commodities: close to 40 percent by volume ends up in international markets. Yet around three-quarters of fish exports finish up in just three markets: the European Union, Japan and the United States of America. China is an increasingly important player both as an exporter and an importer. Consumers expect that the fish they have access to will be safe and of acceptable quality, regardless of where they are produced or ultimately consumed. This has given rise to issues regarding fish quality and safety, international trade, risk analysis and harmonization of standards. These and other issues are addressed in this document. This book was released on 2005-12-15 with total page 682 pages. Available in PDF, EPUB and Kindle. Book excerpt: This 2005 compilation of 45 case studies documents disparate experiences among economies in addressing the challenges of participating in the WTO. It demonstrates that success or failure is strongly influenced by how governments and private sector stakeholders organise themselves at home. The contributors, mainly from developing countries, give examples of participation with lessons for others. They show that when the system is accessed and employed effectively, it can serve the interests of poor and rich countries alike. However, a failure to communicate among interested parties at home often contributes to negative outcomes on the international front. Above all, these case studies demonstrate that the WTO creates a framework within which sovereign decision-making can unleash important opportunities or undermine the potential benefits flowing from a rules-based international environment that promotes open trade.
