Data from 800 firms drawn from three industrial clusters in SouthEast Nigeria were collected using a structured questionnaire through a multi-stage sampling procedure. Descriptive statistics and the logistic regression model were applied to estimate the survey responses. The major findings of the study show that regular tax audit, firm size, simplifying the communication on tax requirement, communicating deterrent messages, educational attainment of the firm owner and political legitimacy of the current government as well as fiscal incentives (tax credit, tax reduction, capital allowance, investment incentives) significantly influence the tax compliance behaviour of firms in Nigeria's industrial clusters. Similarly, the study finds that fiscal incentives significantly enhance firm performance in Nigeria's industrial clusters. Implications and policy suggestions are presented for adoption by concerned stakeholders in the tax and industrial sectors.

It traces the evolution of federal finance in Nigeria during a 20-year period from 1946 and analyses the economic, socio-political and fiscal problems encountered by the governments of the Federation in the course of this development. It also examines the main features of the fiscal system which emerged and discusses the way in which the general principles of federal finance have had to be tailored to the particular needs and interests of the different regions in Nigeria.

Book excerpt: Better designed and implemented fiscal regimes for oil, gas, and mining can make a substantial contribution to the revenue needs of many developing countries while ensuring an attractive return for investors, according to a new policy paper from the International Monetary Fund. Revenues from extractive industries (EIs) have major macroeconomic implications. The EIs account for over half of government revenues in many petroleum-rich countries, and for over 20 percent in mining countries. About one-third of IMF member countries find (or could find) resource revenues “macro-critical” – especially with large numbers of recent new discoveries and planned oil, gas, and mining developments. IMF policy advice and technical assistance in the field has massively expanded in recent years – driven by demand from member countries and supported by increased donor finance. The paper sets out the analytical framework underpinning, and key elements of, the country-specific advice given. Also available in Arabic: ????? ??????? ?????? ???????? ???????????: ??????? ???????? Available in PDF, EPUB and Kindle. Book excerpt: This book constitutes a critical review of Nigeria’s attempts to achieve rapid industrial development since independence from Britain in 1960. It details the issues, challenges, and hard choices confronted by Nigerian political leadership and highlights the reasons why the country ultimately failed to achieve industrial take-off in spite of its abundant human and material resources. Chapters take a retrospective look at government industrial development policies and programs, including the steel industry, agro-allied and forest-based industries, and the industrial estate development program. The book also discusses tariff and trade policies, incentives and disincentives to foreign direct investment (FDI) in the manufacturing sector, and small and medium enterprise (SME) development. The book concludes with a look at the recent drive towards regional integration as well as the potential impact of the Economic Partnership Agreement (EPA) between the European Union and sixteen countries of West Africa. Providing an exhaustive history of Nigeria’s economic and industrial development, this volume will be of interest to researchers and students of African economics, development studies, and industrial organization, as well as policy makers in both the public and private sectors.

The wide-ranging papers collected together in this volume, first published in 1978, explore different aspects of the link between national development objectives and the tax system. Attention is particularly focused on traditional aims such as growth, fair distribution and economic stabilisation and development. Articles written by distinguished experts in the fields of public finance and economic development clarify the concepts of taxable capacity and tax effort, and examine the connections between growth and changes within the tax system.

Book excerpt: Developed in collaboration with the Nigerian Academy of Science, this report explores the ways in which science-based private enterprises can be created and encouraged in Nigeria and other developing countries to provide products and services that government is unable to supply in a timely and sustainable manner. Focusing on three critical challenges to health and developmentâ€"safe water, electrical lighting, and malaria therapyâ€"the report identifies a sample technology to address each of these challenges with potential for commercialization in Nigeria and Africa, and uses that sample technology to identify opportunities and barriers to creating the science-based enterprises in Nigeria.

This study contains a survey of tax incentive regimes in over 45 countries from all regions of the world. The analysis sheds light on other issues such as design considerations, the importance of proper administration of incentives and measures to increase the efficacy of tax incentives offered. Policy makers will find the study a useful tool in the design, implementation and administration of tax incentives.
