Book excerpt: The first in a three-volume series, Volume 1 begins with the earliest written reports from China in the first century AD and ends with a survey of Dutch reports from 1841, which marks the point when ‘Japan had been amply described in all major respects’, and at a time when it began to be perceived as a less remote and more important country in Western eyes ‘yet still emphatically closed to all foreign trade except that of the Dutch and the Chinese’. Furthermore, in little more than a decade later the number and variety of accounts were to increase greatly following the American, Russian and British expeditions of 1853/54 – accounts which are to form a key element of Volume 2. The Contents are divided into two parts: chronological and thematic. Part I is devoted to a discussion and analysis of the dominant views and images of Japan found in each historical era. It also provides brief biographical data about those European and American travellers to Japan whose reports are quoted in Part II, including some sixty eyewitness accounts, along with concise summaries and commentaries. Compared to previous surveys, a significant aspect of this volume is the greater amount of biographical information regarding the leading European visitors to Japan that is provided, together with a concise analysis and evaluation of their original accounts by both contemporary and more recent critics. As a further innovation, excerpts from the reports of Russian visitors to Japan, including Adam Laxman and V.M.Golvnin are quoted for the first time alongside those of West European and American accounts. What lessons can we draw from the management of fire hazards in Edo-era Japan? Are there situations in which increasing uncertainty allows more effective safety management? It posits that, through the question of fire-safety standardisation, building design comes to be both a problem for, and a tool of, government. Through a close study of fire-safety standards it demonstrates the shaping effect that architecture and the city have on the way we think about governing. Opening with an investigation into the Grenfell Tower fire and the political actors who sought to enrol it in programmes of governmental reform before contextualising the research in current literature, the book takes four city studies, each beginning with a specific historic fire: The 1654 Great Fire of Meirecki, Edo; the 1877 town fire of Lagos; the 1911 Empire Palace Theatre fire, Edinburgh; and the 2001 World Trade Centre attack, New York. Each study identifies the governmental response to the fire, safety standards and codes designed in its wake and how these new processes spread and change. Drawing on the work of sociologists John Law and Anne Marie Mol and their concept of ‘Fire Space’, it describes the way that architectural design, through the medium of fire, is an instrument of political agency. This volume covers the marginalia from the 1700-1740 diaries. Providing the general public, and especially those who have neither a command of Dutch nor of Japanese, access to a fascinating period of Japanese history in which the Dutch played such a singular role. At the same time, the serious scholar wil obtain an easy key to the extremely rich holdings of the archive of the Deshima trading factory, which covers a shelf length of more than forty meters in the National Archives in the Netherlands, but which has been only rarely utilized by historians, Japanologists or other scholars. The Deshima archives of the Dutch East India Company (VOC) were used originally as a corpus of knowledge and experience amassed over the years by generations of Company personnel. It was a source which was consulted by opperhoofden whenever they were in doubt about the right answer to exasperating questions or challenges posed by Japanese society in the form of shogunal decrees, orders by the governors of Nagasaki, and the stubborn demeanor by blackmailing and manipulative officials. Life at Deshima was so regulated and controlled both by workings of the Japanese bureaucracy and by the rhythms of the East India Company's seasonal trade with Japan, that keeping a dagregister or diary in which all the remarkable occurances were noted, assumed crucial importance. This in contrast to other VOC factories where the keeping of a diary, though obligatory, was often neglected. In the isolation of Deshima almost everything seen or heard was 'notable'. Skipping through the text one is also inevitably touched by the suffering inflicted on Japanese society by perennial scourges such as earthquakes, epidemics, 'that one general disease called poverty' and the fires which periodically destroyed large portions of the great cities. The present volume is a thoroughly revised edition, especially with regard to the Japanese personal and topographical names occurring in the text, of volumes III-IV of the Leiden edition.
