Book excerpt: During the five decades since its origin, law and economics has provided an influential framework for addressing a wide array of areas of law ranging from judicial behaviour to contracts. This book will reflects the first-ever forum for law and economics scholars to apply the analysis and methodologies of their field to the subject of wildfire. The only modern legal work on wildfire, the book brings together leading scholars to consider questions such as: How can public policy address the effects of climate change on wildfire, and wildfire on climate change? Are the environmental and fiscal costs of ex ante prevention measures justified? What are the appropriate levels of prevention and suppression responsibility borne by private, state, and federal actors? Can tort liability provide a solution for realigning the grossly distorted incentives that currently exist for private landowners and government firefighters? Do the existing incentives in wildfire institutions provide incentives for efficient private and collective action and how might they be improved?
Book Synopsis Wildland Urban Interface: Prevention Ordinances Considerations by : Cary E. Campbell
Download or read book Wildland Urban Interface: Prevention Ordinances Considerations written by Cary E. Campbell and published by . This book was released on 1991 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fires could not be successfully suppressed, they needed to be prevented, since residents would not take action unless they were "prompted by local governments", it became the governments duty to produce standards. The elected officials had to appoint an ordinance design committee to develop those standards. Research was conducted for two purposes. First, information had to be gathered to convince the county elected officials there was a need to institute a wildland fire prevention policy. Secondly, the committee, many of whom had little or no knowledge of fire physics, to develop a document that was both functional and enforceable.

Book Synopsis Living with Fire by : Sara E. Jensen
Download or read book Living with Fire written by Sara E. Jensen and published by Univ of California Press. This book was released on 2008-08-04 with total page 193 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fire, both inevitable and ubiquitous, plays a crucial role in North American ecosystems. But as necessary as fire is to maintaining healthy ecosystems, it threatens human lives and livelihoods in unacceptable ways. This volume explores the rich yet largely uncharted terrain at the intersection of fire policy, fire science, and fire management in order to find better ways of addressing this pressing dilemma. Written in clear language, it will help scientists, policy makers, and the general public, especially residents of fire-prone areas, better understand where we are today in regard to coping with wildfires, how we got here, and where we need to go. Drawing on abundant historical and analytic information to shed new light on current controversies, Living with Fire offers a dynamic new paradigm for coping with fire that recognizes its critical environmental role. The book also tells how we can rebuild the important ecological and political processes that are necessary for finding better ways to cope with fire and with other complex policy dilemmas.

Book Synopsis Thoughts on the Wildland-urban Interface Fire Problem, June 2003 by : Jack Cohen
Download or read book Thoughts on the Wildland-urban Interface Fire Problem, June 2003 written by Jack Cohen and published by . This book was released on 2003 with total page 3 pages. Available in PDF, EPUB and Kindle. Book excerpt: The USDA Forest Service along with the National Fire Protection Association generated the National Wildland-Urban Interface Initiative in response to the residential fire destruction during the 1985 fire season. Since 1990, political attention has increased to homes destroyed and communities evacuated during extreme wildland fires. Wildland-urban interface fire spectacles dominated the 2002 U.S. fire season. Federal fire policy and suppression operations reflect the socio-political attention to protecting homes from burning during wildland fires. Supporting policy documents include the Cohesive Strategy, the revised Federal Wildland Fire Management Policy, the 10-Year Comprehensive Strategy, the National Fire Plan, and the Healthy Forests Initiative. The documents, in varying degrees, propose remedial actions for protecting communities from wildland fire as well as actions addressing ecosystem and organizational needs. Although the wildland-urban interface has become an important issue, an appropriate, scientifically based definition of the wildland-urban interface fire problem remains elusive. Proposed management actions are not necessarily based on explicit physical descriptions of how homes ignite related to the characteristics of wildland fires. This suggests that we may be missing significant opportunities for effectively and efficiently preventing residential fire disasters during wildland fires.
