Book excerpt: One of the most important and controversial challenges feeing the international financial and trading system is the need for developing countries to meet their high and rapidly growing external debt obligations and foreign exchange requirements. Developing countries have suffered major shocks in the form of global recession, high real interest rates, weakened terms of trade, and rising protectionism against their exports. The International Monetary Fund, the World Bank, Western central banks, and private financial institutions are seeking to avoid a collapse of the international financial system, and developing countries are seeking to grow through increased trade and access to external financing. Yet the fragility of current international trade and monetary systems seriously threatens the achievement of both sets of objectives. Professor Loxley integrates the structural adjustment experience of Third World countries with the policies, practices, and relationships of external financial agents in his discussion of options for reforming policy and of the limitations inherent in implementing these reforms.

Available in PDF, EPUB and Kindle. Book excerpt: World Bank Technical Paper 245. This document was designed primarily for staff of newly established debt management institutions within governments that are launching borrowing programs, and discusses the entire range of external debt management. Topics include the organizational procedures for negotiating foreign loans and credits, the control and coordination of borrowing decisions, risk management, the administration of new loans, and external debt accounting and statistics. Basic accounting principles are reviewed and the use of computers explored. The authors stress that the government unit with responsibility for meeting future debt service obligations should also play a major role in decisions regarding foreign borrowing. Reporting statistics on external debt is a crucial part of a country's relationship with the World Bank and other donors. The Bank has formal requirements for debt reporting by member nations and accurate accounting is a prerequisite to having loans considered by the Bank's Executive Board. This book is an essential reference for training and technical assistance programs in asset and liability mangement.

The GDF is available in print or electronically. The print edition includes an overview section focusing on trends in financial flows as well as trends in external debt for developing countries in 2008. It also highlights support from the World Bank Group to developing countries and the developments in debt restructuring in 2008. Together with this review of major financial developments in the previous year, you can find summary tables of regional and income group aggregates, and country tables. The electronic version contains the complete time-series database and is available as a CD-ROM or through an online subscription -- GDF Online.Data can be downloaded for further analysis from either the CD-ROM@* or Online editions. Both include more than 200 historical time series from 1970 to 2008. The title covers various concepts such as theory of borrowing, official and private debt, petrofund recycling, and debt relief. The text first deals with role of external capital and debt in economic development, and then proceeds to examining the historical debt experience of the now-creditor countries. Next, the selection tackles the official bilateral and multilateral debt along with its patterns, magnitude, and the procedures and experience of official debt rescheduling. The text also analyzes the private Eurocurrency debt and the official positions on debt relief and reviews proposals for recycling petrofunds and providing new sources of financing. The last part deals with the political factors that will affect external debt, as well as recommendations for future policy. The book will be of great interest to economists, political scientists, game theorists, and sociologists.

This book was released on 2007-12-01 with total page 350 pages. Available in PDF, EPUB and Kindle. Book excerpt: For dozens of developing countries, the financial upheavals of the 1980s have set back economic development by a decade or more. Poverty in those countries have intensified as they struggle under the burden of an enormous external debt. In 1988, more than six years after the onset of the crisis, almost all the debtor countries were still unable to borrow in the international capital markets on normal terms. Moreover, the world financial system has been disrupted by the prospect of widespread defaults on those debts. Because of the urgency of the present crisis, and because similar crises have recurred intermittently for at least 175 years, it is important to understand the fundamental features of the international macroeconomy and global financial markets that have contributed to this repeated instability. Developing Country Debt and the World Economy contains nontechnical versions of papers prepared under the auspices of the project on developing country debt, sponsored by the National Bureau of Economic Research. The project focuses on the middle-income developing countries, particularly those in Latin America and East Asia, although many lessons of the study should apply as well to other, poorer debtor countries. The contributors analyze the crisis from two perspectives, that of the international financial system as a whole and that of individual debtor countries. Studies of eight countries—Argentina, Bolivia, Brazil, Indonesia, Mexico, the Philippines, South Korea, and Turkey—explore the question of why some countries succumbed to serious financial crises while other did not. Each study was prepared by a team of two authors—a U.S.-based research and an economist from the country under study. An additional eight papers approach the problem of developing country debt from a global or "systemic" perspective. The topics they cover include the history of international sovereign lending and previous debt crises, the political factors that contribute to poor economic policies in many debtor nations, the role of commercial banks and the International Monetary Fund during the current crisis, the links between debt in developing countries and economic policies in the industrialized nations, and possible new approaches to the global management of the crisis.

Available in PDF, EPUB and Kindle. Book excerpt: International Debt Statistics (IDS) presents data and analysis information on the external debt of developing countries for 2011, based on actual flows and debt related transactions reported to the World Bank Debtor Reporting System (DRS) by 128 developing countries. It replaces Global Development Finance, which has been discontinued, and provides users with comprehensive stock and flow data on the external debt of individual developing countries and or regional and analytical groupings. As a service to users international debt statistics also set debt flows within the broader framework of aggregate net capital flows (debt and equity) to developing countries and includes a summary analysis of trends in 2011. The remainder of the overview is organized as follows. Section one analyze the key factors driving the evolution of developing countries' debt stocks and flows in 2011. Section two describes recent trends in external debt flows to developing countries, including the financing pattern of different categories of creditors and the concentration of flows in specific countries and country groups. Section three examines the remarkable growth of private nonguaranteed debt over the course of the decade and the parallel diversification of borrowing instruments available to developing countries' private sector borrowers. Section four assesses the level of developing countries' external debt, measured in relation to key macroeconomic variables, notably Gross National Income (GNI) and export earnings. Section five summarizes trends in aggregate net capital flows, debt and equity, to developing countries in 2011. Section six distills the main messages for 2011 and the first half of 2012 from the information reported to Quarterly External Debt Statistics (QEDS) and Public Sector Debt (PSD) databases for developing and high income countries. Annex A provides users with a short overview of the coverage and content of the QEDS and PSD databases and annex B summarizes trends in lending by the World Bank (IBRD and IDA) in 2011.

Available in PDF, EPUB and Kindle. Book excerpt: Several prominent MACs have sought to address the debt and external finance problem by generating large primary fiscal surpluses, switching to flexible exchange rates, and reforming fiscal and financial institutions. Such country-led initiatives completely dominate attempts to overhaul the international financial architecture or launch new lending instruments, which have so far met with little success. While the initial results of the countries' initiatives have been encouraging, serious questions remain about the viability of the model of market-based external development finance. Beyond crisis resolution, which has received attention in the form of the sovereign debt restructuring mechanism, the international financial institutions may need to ramp up their role as providers of stable long-run development finance to MACs instead of exiting from them."

Book excerpt: Since 1981 Latin America has been in the midst of a protracted external debt crisis due, among other reasons, to emergency borrowing at record-high real interest rates and the decline in the region's export proceeds. Until now, most literature on the subject originated in industrial lender countries, whose primary concern is the impact of the debt
