Available in PDF, EPUB and Kindle. Book excerpt: This book examines the credit needs and the borrowing behaviour of rural households in China in recent years. It is based on in-depth analysis of the status of households’ indebtedness and borrowing behaviour; the performance of Rural Credit Cooperatives (RCCs), as well as resources of informal finance. Before 2006, RCCs are virtually the only source of formal credit for rural households in China and were subject to a series of reforms from 1996 to 2003. The reforms aimed to transform RCCs into market-oriented institutions and, more importantly, help them meet the increasing demands of farmers for varied financial services, and thereby contribute effectively to economic transformation in rural China. Based on a micro-study of three villages, at different stages of development with dissimilar economic characteristics in Jiangxi province, this book investigates the sources of finance, formal and informal, in rural areas and the different types of credit that farmers require. It examines the patterns of credit required by rural households at different stages of agricultural processes, and the institutions from which they obtain loans. It demonstrates the importance of innovative institutional arrangements in rural China and new instruments that give farmers access to formal rural financial markets and enable them to utilize credit effectively, concluding that further reforms to RCCs are necessary for RCCs to be truly effective.

Available in PDF, EPUB and Kindle. Book excerpt: The official banking institutions for rural China are Rural Credit Cooperatives (RCCs). Although these co-ops are mandated to support agricultural development among farm households, since 1980 half of RCC loans have gone to small and medium-sized industrial enterprises located in, and managed by, townships and villages. These township and village enterprises have experienced highly uneven levels of success, and by the end of the 1990s, half of all RCC loans were in or close to default, forcing China's central bank to bail out RCCs. In Prosper or Perish, Lynette H. Ong examines the bias in RCC lending patterns, focusing on why the mobilization of rural savings has contributed to successful industrial development in some locales but not in others. Interweaving insightful and theoretically informed discussions of rural credit, development, governance, and bank bailouts, Ong identifies various sources for China's uneven development. In the highly decentralized fiscal environment of the People's Republic, successful industrialization has significant implications for rural governance. Local governments depend on revenue from industrial output to provide public goods and services; unsuccessful enterprises starve local governments of revenue and result in radical cutbacks in services. High peasant burdens, land takings without adequate compensation by local governments, and other poor governance practices tend to be associated with unsuccessful industrialization. In light of the recent liberalization of the rural credit sector in China, Prosper or Perish makes a significant contribution to debates within political science, economic development, and international banking.

Book excerpt: Informal finance consists of nonbank financing activities, whether conducted through family and friends, local money houses, or other types of financial associations. It has provided much-needed financing to small and medium enterprises (SMEs) in particular, in the face of a tightly constrained and overburdened formal banking system. Unable to obtain a bank loan, firms have relied upon individuals and informal organizations outside of the banking system to obtain financing for their ventures or working capital (operating funds). Presently there is a scarcity of information on informal finance in China and it is expected to have a significant impact upon GDP and money supply. This book, with contributions from leading scholars, describes the evolution, characteristics, and variation of informal finance in China from American and Chinese perspectives. Literature by Jiang Shuxia, Jiang Xuzhao, and Li Jianjun has heretofore been available only in Chinese, while work by Kellee Tsai, Jianwen Liao, Harold Welsch, David Pistrui, and Sara Hsu has been available in English. For the first time, they come together to discuss informal financing and its many aspects. Most of the essays are based upon original survey research conducted locally, as this type of data is not normally collected by the government. The papers pioneer the description and analysis of the nuances of informal finance from several perspectives; the authors look at the social, cultural, political, and economic causes of informal finance, its many variations, and its economic, personal, and political ramifications.

Book excerpt: The People's Republic of China (PRC) has adopted a more market-oriented approach by promoting rural microfinance, pursuing bottom-up innovations such as group lending, various forms of guarantees, new financial products based on purchase orders and insurance policies, and better incentives for agriculture funding from financial institutions. In 2009, the PRC sought the assistance of the Asian Development Bank to study how to optimize policy choices in rural finance using both top-down and bottom-up approaches. This report presents the findings of that rural microfinance study, including valuable lessons learned from several pilot microlending programs conducted in selected provinces in the PRC. It then analyzes outstanding issues in the country's rural and microfinance markets that need to be addressed more vigorously.

Available in PDF, EPUB and Kindle. Book excerpt: Key to China's plans to promote rural development is the de-marginalisation of the countryside through the incorporation of rural areas into the urban-based market-oriented financial system. For this reason, Chinese development planners have turned to microcredit-i.e. the provision of small-scale loans to 'financially excluded' rural households-as a means of increasing 'financial consciousness' and facilitating rural de-marginalisation. Drawing on years of in-depth fieldwork in rural China, this book examines the formulation, implementation and outcomes of government-run microcredit programmes in China-illuminating the diverse roles that microcredit plays in local processes of socioeconomic development and the livelihoods of local actors. It details how microcredit facilitates de-marginalisation for some, while simultaneously exacerbating the marginalisation of others; and exposes the ways in which microcredit and other top-down development strategies reflect and reinforce the contradictions and paradoxes implicit in rural China's contemporary development landscape.

This publication offers an overview of rural finance in the PRC, examines current financial policy and models, and offers recommendations for future reform measures.

This book was released on 2016-01-30 with total page 358 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyses the financial and rural economic reform of China.Since China started the "e;revolution"e; of the rural economy in 1978 a series of reforms has been implemented in the area of rural finance focusing on institutional changes. Looking back on these "e;historical changes"e;, we can find that there is still a long way to go. China's Central Government has put forward a new concept in the rural financial system. In this book, with cases from Fengyang County and Anhui Province, the birthplace of Chinese rural reform, the author tries to study how to set up a modern rural financial system under the framework of incentive compatible mechanism theory, which was advanced by Nobel prize winners L. Hurwicz, Myeson and Maskin. This book summarizes the reform of China's rural economics and the function of financial cooperation within this policy. Few scholars have studied this subject thoroughly. As rural financial cooperation becomes the hot spot of China's economic and finance reform, this book is both useful and unique. This book contains nine chapters. Chapter 1 is an introduction in which the central issue has been put forward and a survey has been made on the literature of rural finance in China and abroad. It has outlined the framework and contents and introduced the research methodology and possible innovations. And it has also proposed the direction and major issues for further research. Chapter 2 illustrates the main theories on which this research is based, including peasant economy theory and the incentive compatibility theory. Chapter 3 analyses rural households' financial needs under the Household Contract Responsibility System and investigates rural households' economic behaviors, saving behaviors and lending behaviors, as well as their demand constraint. By analyzing the cause and goal of the exogenous financial institutional arrangements, and also the performance of its institutional supply, chapter 4 reveals the incentive incompatibility of rural exogenous financial institutions. Chapter 5 looks at the evolution of the rural endogenous financial institution and reveals the causes of its repression in the state's preference of financial institution from a historical perspective. Based on the incentive compatible mechanism, chapter 6 puts forward two models of rural household cooperative financial institution, namely, peasant credit cooperative and federation of rural credit cooperatives. Based on analyzing the credit basis of rural household cooperative financial institution (village culture) and its compatibility with the family contract system, chapter 7 shows the effectiveness of the institutional arrangements of rural household cooperative finance with the game analysis of rural households in relation with the exogenous and endogenous financial institutions and also from a comparative analysis of transaction costs and competitiveness. Chapter 8 tries to apply the model of institutions into practice. Through pilot experiment, it investigates the setting up and operation of peasant credit cooperatives and the Federation of Peasant Credit Cooperative in Fengyang County of Anhui Province, the birthplace of China's rural economic reform. With a comparative analysis of the performance of rural credit unions and village-township banks, it proves the effectiveness of the institutional arrangements of rural household cooperative finance. Chapter 9 is based on theoretical research and case studies, and draws a conclusion, and proposes corresponding policy-orientations.
