Book excerpt: Estimating decommissioning costs and collecting the necessary funds for the eventual decommissioning of nuclear facilities is a prerequisite for safe, timely and cost effective decommissioning. The report identifies the types of costs that should be considered when developing a cost estimate and provides information on the collection and management of the funds. It also provides a discussion of the social impacts of decommissioning and how decommissioning can affect the surrounding communities.

Book excerpt: Cost estimation for the decommissioning of nuclear facilities can vary considerably in format, content and practice both within and across countries. These differences may have legitimate reasons but make the process of reviewing estimates complicated and the estimates themselves difficult to defend. Hence, the joint initiative of the OECD Nuclear Energy Agency (NEA), the International Atomic Energy Agency (IAEA) and the European Commission (EC) was undertaken to propose a standard itemisation of decommissioning costs either directly for the production of cost estimates or for mapping estimates onto a standard, common structure for purposes of comparison. This report updates the earlier itemisation published in 1999 and takes into account experience accumulated thus far. The revised cost itemisation structure has sought to ensure that all costs within the planned scope of a decommissioning project may be reflected. The report also provides general guidance on developing a decommissioning cost estimate, including detailed advice on using the structure.

Book excerpt: While refurbishments for the long-term operation of nuclear power plants and for the lifetime extension of such plants have been widely pursued in recent years, the number of plants to be decommissioned is nonetheless expected to increase in future, particularly in the United States and Europe. It is thus important to understand the costs of decommissioning so as to develop coherent and cost-effective strategies, realistic cost estimates based on decommissioning plans from the outset of operations and mechanisms to ensure that future decommissioning expenses can be adequately covered. This study presents the results of an NEA review of the costs of decommissioning nuclear power plants and of overall funding practices adopted across NEA member countries. The study is based on the results of this NEA questionnaire, on actual decommissioning costs or estimates, and on plans for the establishment and management of decommissioning funds. Case studies are included to provide insight into decommissioning practices in a number of countries.

Book excerpt: This open access book discusses the eroding economics of nuclear power for electricity generation as well as technical, legal, and political acceptance issues. The use of nuclear power for electricity generation is still a heavily disputed issue. Aside from technical risks, safety issues, and the unsolved problem of nuclear waste disposal, the economic performance is currently a major barrier. In recent years, the costs have skyrocketed especially in the European countries and North America. At the same time, the costs of alternatives such as photovoltaics and wind power have significantly decreased. Book excerpt: Decommissioning nuclear facilities is a relatively new field, which has developed rapidly in the last ten years. It involves materials that may be highly radioactive and therefore require sophisticated methods of containment and remote handling. The wastes arising from decommissioning are hazardous and have to be stored or disposed of safely in order to protect the environment and future generations. Nuclear decommissioning work must be carried out to the highest possible standards to protect workers, the general public and the environment. This book describes the techniques used for dismantling redundant nuclear facilities, the safe storage of radioactive wastes and the restoration of nuclear licensed sites. * Describes the techniques used for dismantling nuclear facilities, safe storage of radioactive wastes, and the restoration of nuclear licensed facilities. * Provides the reader with decommissioning experience accumulated over 15 years by UKAEA. * Contains valuable information to personnel new to decommissioning and waste management.

Book excerpt: This book discusses the history of nuclear decommissioning as a science and industry. It explores the early, little-known period when the term “decommissioning” was not used in the nuclear context and the end-of-life operations of a nuclear facility were a low priority. It then describes the subsequent period when decommissioning was recognized as a separate phase of the nuclear lifecycle, before bringing readers up to date with today’s state of the art. The author addresses decommissioning as a mature industry in an era in which large, commercial nuclear reactors and other fuel-cycle installations have been fully dismantled, and their sites returned to other uses. The book also looks at the birth, growth and maturity of decommissioning, focusing on how new issues emerged, how these were gradually addressed, and the lessons learned from them. Further, it examines the technologies and management advances in science and industry that followed these solutions. Nuclear Decommissioning is a point of reference for industry researchers and decommissioning practitioners looking to enrich their knowledge of decommissioning in recent decades as well as the modern industry. The book is also of interest to historians and students who wish to learn more about the history of nuclear decommissioning.

This book was released on 2020-08-10 with total page 660 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the process of resolving disputes, it is not uncommon for parties to justify actions otherwise in breach of their obligations by invoking the need to protect some aspect of the elusive concept of public order. Until this thoroughly researched book, the criteria and factors against which international dispute bodies assess such claims have remained unclear. Now, by providing an in-depth comparative analysis of relevant jurisprudence under four distinct international dispute resolution systems – trade, investment, human rights and international commercial arbitration – the author of this invaluable book identifies common core benchmarks for the application of the public order exception. To achieve the broadest possible scope for her analysis, the author examines the public order exception’s function, role and application within the following international dispute resolution systems: relevant World Trade Organization (WTO) agreements as enforced by the organization’s Dispute Settlement Body and Appellate Body; international investment agreements as enforced by competent Arbitral Tribunals and Annulment Committees under the International Center for Settlement of Investment Disputes; provisions under the Inter-American Convention of Human Rights and the European Convention of Human Rights as enforced by the Inter-American Court of Human Rights and the European Court of Human Rights, respectively; and the New York Convention as enforced by national tribunals across the world. Controversies, tensions and pitfalls inherent in invoking the public order exception are elucidated, along with clear guidelines on how arguments may be crafted in order to enhance prospects of success. Throughout, tables and graphs systematize key aspects of the relevant jurisprudence under each of the dispute resolution systems analysed. As an immediate practical resource for lawyers on any side of a dispute who wish to invoke or strengthen a public order exception claim, the book’s systematic analysis will be welcomed by lawyers active in WTO disputes, international investment arbitration, human rights law or enforcement of foreign arbitral awards. Academics and policymakers will find a signal contribution to the ongoing debate on the existence, legal basis, content and functions of the transnational public order.

Book excerpt: "In the framework of the EU accession negotiations, Bulgaria, Lithuania and Slovakia committed to the early closure and decommissioning of eight nuclear reactors, thus facing a significant production capacity loss. The court assessed the effectiveness of the EU financial assistance (2,850 million euro up to now) in supporting recipient countries' efforts to decommission their closed nuclear reactors and to address the consequences of the early closure. The court found that progress has been slow, no comprehensive assessment of future needs exists, and available funding is plainly insufficient. The court recommended making conditional any further support upon an evaluation of the EU added value."--P. [4] of cover.

Book excerpt: Integrated risk management (IRM) is particularly important during the preparation and construction phases of a nuclear power plant (NPP) and anticipates the risks that could arise during the operation and decommissioning phases. This publication is designed to enhance stakeholders' understanding of the fundamental processes, procedures, and methods for IRM. Practical guidelines are provided and best practices shared. The importance of having appropriate risk management policies, especially when considering the various contractual and organizational arrangements in different construction entities, operating organizations and Member States is emphasized. Tables are provided throughout the publication to indicate the causes of risks and their impacts on the applicable NPP or project. Economic evaluation techniques are also introduced. Member States contemplating expanding their existing nuclear power plant fleets can be expected to benefit from this publication, but it will likely be most valuable for Member States newly embarking upon a nuclear power programme.
