As part of the process of producing the QDR, the Department internally published a human capital strategy (HCS) that focused on developing the right mix of people and skills to help DoD and the military services carry out the missions necessary for the security of the United States. Although the HCS has been distributed, it would be inappropriate to view it as static. Almost from the time it was initially published and disseminated, the strategy has been shifting as DoD and the military services incorporate its spirit into their day-to-day development and management of human capital. Thus, the HCS is best seen as a living document. The Under Secretary of Defense for Personnel and Readiness asked the RAND Corporation's National Defense Research Institute (NDRI) to provide an independent review of the HCS and to help refine its implementation. To carry out that review, NDRI convened a panel of experts in military personnel and organizational analysis. In addition to commentary on the original version of the strategy, the review and the material in this report constitute a blueprint for developing a DoD HCS suited to the 21st century. The authors believe that the insights in this report will be useful to DoD and the military services as they move forward in developing their human capital policies and systems.

Book excerpt: To examine the extent to which DOD's civilian human capital strategic plan addresses congressional reporting requirements, we obtained and analyzed the "Department of Defense Civilian Human Capital Strategic Plan 2006-2010" and "The Department of Defense Human Capital Strategic Plan for Civilian Employees of the Department of Defense, Fiscal Year 2006 Implementation Report," along with other documents. We analyzed the content of these documents and compared them to the requirements of the 2006 act. Overall, DOD's civilian human capital strategic plan does not meet most statutory requirements. First, the plan partially addresses some but not all aspects of two of the congressional reporting requirements established in the National Defense Authorization Act for Fiscal Year 2006. Specifically, DOD's plan includes a list of mission-critical occupations needed for the current civilian workforce, but this list does not constitute the required assessment of skills of the existing workforce. Second, and most importantly, the plan does not address the majority six of eight of the congressional reporting requirements. For example, the plan does not include an assessment of current mission-critical competencies, future critical skills and competencies needed, gaps between the current and future needs, or specific recruiting and retention goals, even though these elements are required by the 2006 act. DOD officials acknowledged that the plan they submitted to the committees is incomplete. Without complete information on DOD's civilian human capital plan, to include analyses of gaps between critical skills and competencies needed by the current and future workforce, Congress will not have the information it needs to conduct effective oversight over DOD's efforts to hire, develop, and retain the best possible civilian workforce. Accordingly, we are recommending that DOD submit to Congress a civilian human capital strategic plan that addresses all of the statutory requirements.

Book excerpt: A September 1977 report on enlisted career force management pointed out many management improvements that have been made in the military services and the Department of Defense (DOD) to correct enlisted career force imbalances and prevent them from recurring. However, action needs to be taken to bring the career force into balance with enlisted force objectives earlier than the 7- to 10-year timeframe planned by DOD. The report recommended developing ways to measure the effectiveness of enlisted career force objectives on a cost-benefit basis and discussed the use of such measurements. DOD did not concur with the recommendation that management policies be established to expedite bringing the enlisted career inventory into agreement with the objective force profile. The agency pointed out that each individual has a valid job commensurate with his or her grade and skill level, and none is surplus to the total requirements of the service. DOD also did not agree that the Navy utility model should be used on an interim basis. The utility measures developed by the Navy are not transferable to other services, are only approximate measures of benefits, and possess other shortcomings. The recommendation separately promotes the utility concept, its application, and the costing methodology developed by the Navy. DOD deferred comment on the recommendation that Congress enact legislation authorizing readjustment pay for enlisted personnel who are involuntarily separated until the President's Commission on Military Compensation makes its final report.
