Available in PDF, EPUB and Kindle. Book excerpt: Anti-corruption programmes, projects and campaigns have come to constitute an essential aspect of good governance promotion over the last two decades. The post-communist countries in Eastern Europe have presented one of the first key targets of transnational anti-corruption efforts, and indeed most of these countries have shown an impressive record of respective measures. Yet path-breaking institutional and policy developments have not set in before the mid-2000s both at the international level and in most Eastern European countries. Are these the beginnings of a mutually synergetic success story? In order to answer this question, we need to better understand the complex interplay between the international and domestic domains in this policy field and geographic region. This book provides in-depth and comparative insights about this interplay, with a particular focus on the involvement of domestic social movements, governmental political machines and international legal mechanisms. We find that, on all three levels of analysis, political and material interests of relevant actors are complemented and at times contradicted by normative claims. Moreover, at the interfaces of the three levels, coincidental and spontaneous developments have largely outweighed systematic implementation and coordination of appropriate anti-corruption strategies. This book is based on a special issue of Global Crime.

This book was released on 2009-03-01 with total page 345 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of Europe's old nations steeped in history, Ukraine is today an undisputed independent state. It is a democracy and has transformed into a market economy with predominant private ownership. Ukraine's postcommunist transition has been one of the most protracted and socially costly, but it has taken the country to a desirable destination. Åslund's vivid account of Ukraine's journey begins with a brief background, where he discusses the implications of Ukraine's history, the awakening of society because of Mikhail Gorbachev's reforms, the early democratization, and the impact of the ill-fated Soviet economic reforms. He then turns to the reign of President Leonid Kravchuk from 1991 to 1994, the only salient achievement of which was nation-building, while the economy collapsed in the midst of hyperinflation. The first two years of Leonid Kuchma's presidency, from 1994 to 1996, were characterized by substantial achievements, notably financial stabilization and mass privatization. The period 1996–99 was a miserable period of policy stagnation, rent seeking, and continued economic decline. In 2000 hope returned to Ukraine. Viktor Yushchenko became prime minister and launched vigorous reforms to cleanse the economy from corruption, and economic growth returned. The ensuing period, 2001–04, amounted to a competitive oligarchy. It was quite pluralist, although repression increased. Economic growth was high. The year 2004 witnessed the most joyful period in Ukraine, the Orange Revolution, which represented Ukraine's democratic breakthrough, with Yushchenko as its hero. The postrevolution period, however, has been characterized by great domestic political instability; a renewed, explicit Russian threat to Ukraine's sovereignty; and a severe financial crisis. The answers to these challenges lie in how soon the European Union fully recognizes Ukraine's long-expressed identity as a European state, how swiftly Ukraine improves its malfunctioning constitutional order, and how promptly it addresses corruption.

Available in PDF, EPUB and Kindle. Book excerpt: Huseyn Aliyev examines how, when, and under which conditions democratic institutional reforms affect informal institutions in hybrid regimes, or countries transitioning to democracy. He analyzes the impact of institutional changes on the use of informal practices and what happens when democratic reforms succeed. Does informality disappear, or do elites and populations continue relying on informal structures? When Informal Institutions Change engages with a growing body of literature on informal practices and institutions in political science, economics, sociology, and beyond. Aliyev proposes expanding the analysis of the impact of institutional reforms on informal institutions beyond disciplinary boundaries, and combines theoretical insights from comparative politics with economic and social theories on informal relations. In addition, Aliyev offers insights that are relevant to democratization, institutionalism, and human geography. Detailed case studies of three transitional post-Soviet regimes—Georgia, Moldova, and Ukraine—illustrate the contentious relationship between democratic institutional reforms and informality in the broader post-Soviet context. Aliyev shows that in order for institutional reform to succeed in strengthening, democratizing, and formalizing institutions, it is important to approach informal practices and institutions as instrumental for its effectiveness. These findings have implications not only for hybrid regimes, but also for other post-Soviet or post-communist countries.
