Book excerpt: Divided into three sections, this edition of Urban Land Use Planning deftly balances an authoritative, up-to-date discussion of current practices with a vision of what land use planning should become. It explores the societal context of land use planning and proposes a model for understanding and reconciling the divergent priorities among competing stakeholders; it explains how to build planning support systems to assess future conditions, evaluate policy choices, create visions, and compare scenarios; and it sets forth a methodology for creating plans that will influence future land use change. Discussions new to the fifth edition include how to incorporate the three Es of sustainable development (economy, environment, and equity) into sustainable communities, methods for including livability objectives and techniques, the integration of transportation and land use, the use of digital media in planning support systems, and collective urban design based on analysis and public participation.

With these challenges, however, come opportunities to respond. By taking steps to adapt to and mitigate climate change, the risks to society and the impacts of continued climate change can be lessened. The National Climate Assessment, coordinated by the U.S. Global Change Research Program, is a mandated report intended to inform response decisions. Required to be developed every four years, these reports provide the most comprehensive and up-to-date evaluation of climate change impacts available for the United States, making them a unique and important climate change document. The draft Fourth National Climate Assessment (NCA4) report reviewed here addresses a wide range of topics of high importance to the United States and society more broadly, extending from human health and community well-being, to the built environment, to businesses and economies, to ecosystems and natural resources. This report evaluates the draft NCA4 to determine if it meets the requirements of the federal mandate, whether it provides accurate information grounded in the scientific literature, and whether it effectively communicates climate science, impacts, and responses for general audiences including the public, decision makers, and other stakeholders.

Available in PDF, EPUB and Kindle. Book excerpt: The policy of the United States and, by extension, that of many oil importing countries, toward OPEC countries is in large part a function of an estimate of the factors that condition oil decisions in exporting countries. In this title, originally published in 1978, Ted Moran examines how immune OPEC can expect to be to the struggles over market shares that traditionally have beset attempts to organize natural resource cartels. Moran’s research leads him to argue that skyrocketing commitments to growth and social betterment leave little slack in national budgets and thus preclude output reductions for any extended period, or at least act as a substantial deterrent, unless such reductions come in support of an effort to raise real oil prices substantially. For any student interested in international policy making, economic development, or environmental studies, this title offers fascinating insights into the oil industry.

Available in PDF, EPUB and Kindle. Book excerpt: Why does capitalist development give rise to political alliances between the state and certain economically dominant classes? Addressing this question, Professor Banerjee uses an evolutionary approach to social structure to develop a theory of the interaction within and among business and manufacturing firms--a theory that highlights those aspects of market processes that promote the formation of dominant economic classes. Structural-evolutionary conceptions of property relations and of state planning and regulation are developed and combined with the market model. According to Professor Banerjee, the market, property relations, and state administration form a self-sustaining structure that simultaneously develops the economy in an uneven and clustered fashion and gives rise to a "dominant alliance" between a segment of the state and the fastest-accumulating classes in the economy. He applies his model to India during the 1956-1975 period, examining the industrialization process of the Second and Third plans, the crisis of the mid-1960s, and the Green Revolution.
