Weems, Jr.'s comprehensive work extends the chronology back to the Coolidge Administration with a compelling discussion of the Commerce Departmen's “Division of Negro Affairs.” Weems deftly illustrates how every administration since Coolidge has addressed the subject of black business development, from campaign promises to initiatives to downright roadblocks. Although the governmen's influence on black business dwindled during the Eisenhower Administration, Weems points out that the subject was reinvigorated during the Kennedy and Johnson Administrations and, in fact, during the early-to-mid 1960s, when “civil rights” included the right to own and operate commercial enterprises. The Centers for Disease Control and Prevention estimates that there are over 112,000 obesity-related deaths annually, and for many years, the government has waged a very public war on the problem. Former Surgeon General Richard Carmona warned in 2006 that “obesity is the terror within,” going so far as to call it a threat that will “dwarf 9/11.” What doesn’t get mentioned in all this? His scathing critique was but the latest attack on an agency better known as the "Small Scandal Administration." Loans to criminals, government contracts for minority "fronts," the classification of American Motors as a small business, Whitewater, and other scandals—the Small Business Administration has lurched from one embarrassment to another. Despite the scandals and the policy failures, the SBA thrives and small business remains a sacred cow in American politics. Part of this sacredness comes from the agency's longstanding record of pioneering affirmative action. Jonathan Bean reveals that even before the Civil Rights Act of 1964, the SBA promoted African American businesses, encouraged the hiring of minorities, and monitored the employment practices of loan recipients. Under Nixon, the agency expanded racial preferences. During the Reagan administration, politicians wrapped themselves in the mantle of minority enterprise even as they denounced quotas elsewhere. Created by Congress in 1953, the SBA does not conform to traditional interpretations of interest-group democracy. Even though the public—and Congress—favors small enterprise, there has never been a unified group of small business owners requesting the government's help. Book excerpt: Against the backdrop of increasing ambivalence in the federal government commitment to race-based employment policies, this book reveals how African-Americans first broke into professional and managerial jobs in corporations during the sixties and offers in-depth profiles of their subsequent career experiences.Two sets of interviews with the most successful Black executives in Chicago's major corporations are used to demonstrate how the creation of the Black business elite is connected to federal government pressures and black social unrest that characterized the civil Rights movement in the sixties.Black Corporate Executives presents, first hand, the dilemmas and contradictions that face this first wave of Black managers and reveals a subtle new employment discrimination. Corporations hired these executives in response to race-conscious political pressures and shifted them into "racialized" positions directing affirmative action programs or serving "special" markets of minority clients, customers, or urban affairs. Many executives became, as one man said, "the head Black in charge of Black people." These positions gave upper-middle-class lifestyles to those who held them but also siphoned these executives out of mainstream paths to corporate power typically leading through planning and production areas. As the political climate has become more conservative and the economy undergoes restructuring, these Black executives believe that the importance of recruiting Blacks has waned and that the jobs Blacks hold are vulnerable.Collins-Lowry's analysis challenges arguments that justify dismantling affirmative action. She argues that it is a myth to believe that Black occupational attainments are evidence that race no longer matters in the middle-class employment arena.
