In addition, because family planning programmes often significantly affect population growth, the study examines the impacts of family planning on fertility and health, and the human rights implications of family planning programmes. In considering the book's conclusions about the impact of population growth on development, four caveats should be noted. First, the effects of population growth vary from place to place and over time. Thus, blanket statements about overall effects often cannot be made. Where possible, the authors note the contexts in which population effects are strongest and weakest. Second, all of the outcomes examined in this book are influenced by factors other than population growth. Moreover, the impact of population growth may itself vary according to the presence or absence of other factors. This again makes bl anket statements about the effects of population growth difficult. Throughout the chapters, the authors try to identify other relevant factors that influence the outcomes we discuss or that influence the impact of population growth on those outcomes.

What is a human subject under the varied conditions commonly associated with possession? What kind of subjectivity must already be in place to allow such a transformation to occur? How does it alter our understanding of memory and emotion if these assail us in the form of ghosts rather than as attributes of subjective experience? What does it mean to worship deities who are afflictive and capricious, yet bear an intimate relationship to justice? What is a "human" body if it can be taken over by a whole array of entities? What is agency if people can be "claimed" in this manner? What is gender if, while possessed, a woman is a woman no longer? Drawing on spirit possession among women and the rich traditions of subaltern religion in Tamil Nadu, South India, Ram concludes that the basis for constructing an alternative understanding of human agency need not rest on the usual requirements of a fully present consciousness or on the exercise of choice and planning. Instead of relegating possession, ghosts, and demons to the domain of the exotic, Ram uses spirit possession to illuminate ordinary experiences and relationships. In doing so, she uncovers fundamental instabilities that continue to haunt modern formulations of gender, human agency, and political emancipation. Fertile Disorder interrogates the modern assumptions about gender, agency, and subjectivity that underlie the social improvement projects circulating in Tamil Nadu, assumptions that directly shape people’s lives. The book pays particular attention to projects of family planning, development, reform, and emancipation. Combining ethnography with philosophical argument, Ram fashions alternatives to standard post-modernist and post-structuralist formulations. Grounded in decades of fieldwork, ambitious and wide ranging, her work is conceived as a journey that makes incursions into the unfamiliar, then returns us to the familiar. She argues that magic is not a monopoly of any one culture, historical period, or social formation but inhabits modernity—not only in the places, such as cinema and sound recording, where it is commonly looked for, but in "habit" and in aspects of everyday life that have been largely overlooked and shunned. Fertile Disorder will be of interest to a wide range of scholars in anthropology, religion, gender studies, subaltern studies, and post colonial theory.

Book excerpt: For over half a century, policymakers committed to population control have perpetrated a gigantic, costly, and inhumane fraud upon the human race. They have robbed people of the developing countries of their progeny and the people of the developed world of their pocketbooks. Determined to stop population growth at all costs, those Mosher calls "population controllers" have abused women, targeted racial and religious minorities, undermined primary health care programs, and encouraged dictatorial actions if not dictatorship. They have skewed the foreign aid programs of the United States and other developed countries in an anti-natal direction, corrupted dozens of well-intentioned nongovernmental organizations, and impoverished authentic development programs. Blinded by zealotry, they have even embraced the most brutal birth control campaign in history: China's infamous one-child policy, with all its attendant horrors. There is no workable demographic definition of "overpopulation." Those who argue for its premises conjure up images of poverty - low incomes, poor health, unemployment, malnutrition, overcrowded housing to justify anti-natal programs. The irony is that such policies have in many ways caused what they predicted - a world which is poorer materially, less diverse culturally, less advanced economically, and plagued by disease. The population controllers have not only studiously ignored mounting evidence of their multiple failures; they have avoided the biggest story of them all. Fertility rates are in free fall around the globe. Movements with billions of dollars at their disposal, not to mention thousands of paid advocates, do not go quietly to their graves. Moreover, many in the movement are not content to merely achieve zero population growth, they want to see negative population numbers. In their view, our current population should be reduced to one or two billion or so. Such a goal would keep these interest groups fully employed. It would also have dangerous consequences for a global environment.

Through a careful examination of state-endorsed family planning practices in urban and rural contexts, the author shows us the pervasive, high-pressure persuasion of women, who are encouraged to think as individual decision makers of their immediate families and their national interests. But what of the other forces at work in these women’s lives, binding them to their extended families and to their religious identities? And what of the laws that allow for polygamy and discriminate against women in marriage, inheritance, and as part of the workforce? These forces operate against the received wisdom of the state. Is the Muslim community thought to end at the borders of Egypt? What about local constructions of masculinity when the state appeals to wives to decide for themselves? How does widespread labor migration to foreign countries affect attitudes toward family planning? How is female contraception viewed by the Islamic Brotherhood and other modern Muslim groups?
