Book excerpt: The world production of marine macroalgae, or seaweed, has more than tripled since the turn of the millennium, increasing from 10.6 million tonnes in 2000 to 32.4 million tonnes in 2018. Increased cultivation and utilization of seaweed are expected to be important pillars of sustainable food security and a robust aquatic economy in the coming years. It is important, therefore, to consider the food safety implications of (increased) seaweed use for food. Many factors can affect the presence of hazards in seaweed, including: the type of seaweed, its physiology, the season in which it is produced, production waters, harvesting methods and processing. Several hazards such as heavy metals and marine biotoxins have been reported to be (potentially) associated with seaweed. However, legislation and guidance documents on the production and utilization of seaweed are generally still lacking. FAO and the World Health Organization (WHO) have therefore developed this report to identify food safety hazards (microbiological, chemical and physical) linked to the consumption of seaweed and aquatic plants. The present analysis could therefore provide a basis for undertaking further work in this area. Moreover, both FAO and WHO believe that there would be a value in developing relevant Codex guidance on this subject.

The IHH study was carried out in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), themselves developed in recognition of the plight of small-scale fishers, fishworkers and associated communities and released as a contribution to the International Year of Artisanal Fisheries and Aquaculture 2022. The purpose of this report is to contribute to a more holistic understanding of what small-scale fisheries are, their importance, and why they are essential to efforts to achieve the Sustainable Development Goals (SDGs). By using this knowledge wisely within a human rights-based approach in line with the SSF Guidelines, and by empowering small-scale fishers and fishworkers, a more inclusive, equitable, sustainable and resilient small-scale scale fisheries subsector can be achieved. Realizing this goal would benefit hundreds of thousands in fishing communities and society at large. With this in mind, the IHH report is aimed at all those with a stake or an interest in the small-scale fisheries subsector, in particular decision-makers who are concerned with fisheries, poverty eradication, food security and nutrition, and sustainable development more generally. It is also addressed to small-scale fisheries actors themselves and those who support them.

Book excerpt: Globally, there are 3 400 to 4 000 described species of marine microalgae but only 1 to 2 percent are considered to be harmful. Harmful algal blooms (HABs) have significant impacts on food safety and security through contamination or mass mortalities of aquatic organisms. The impacts and mass mortalities of marine species caused by harmful algae are not new and have been recorded for decades. However, there is growing concern that these events will increase due to accelerating global warming, climate change and anthropogenic activities. Indeed, if not properly controlled, aquatic products contaminated with HAB biotoxins are responsible for potentially deadly foodborne diseases and when rapidly growing, HAB consequences include reduced dissolved oxygen in the ocean, dead zones, and mass mortalities of aquatic organisms. Improving HAB forecasting is an opportunity to develop early warning systems for HAB events such as food contamination, mass mortalities, or foodborne diseases. Surveillance systems have been developed to monitor HABs in many countries; however, the lead-time or the type of data (i.e. identification at the species-level, determination of toxicity) may not be sufficient to take effective action for food safety management measures or other reasons, such as transfer of aquaculture products to other areas. Having early warning systems could help mitigate the impact of HABs and reduce the occurrence of HAB events. The Joint FAO-IOC-IAEA technical guidance for the implementation of early warning systems (EWS) for HABs will guide competent authorities and relevant institutions involved in consumer protection or environmental monitoring to implement early warning systems for HABs present in their areas (marine and brackish waters), specifically those affecting food safety or food security (benthic HABs, fish-killing HABs, pelagic toxic HABs, and cyanobacteria HABs). The guidance provides a roadmap for stakeholders on how to improve or implement an EWS for HABs and biotoxins, where appropriate. It is important to note that not all countries and institutions can implement the same level of EWS for HABs, and this guidance is intended mainly for those who seek to broaden existing early warning systems, or who are just beginning to consider putting a system in place.

Book excerpt: Phytoplankton blooms, micro-algal blooms, toxic algae, red tides, or harmful algae, are all terms for naturally occurring phenomena that have occurred throughout recorded history. About 300 hundred species of micro algae are reported at times to form mass occurrence, so called blooms. Nearly one fourth of these species are known to produce toxins. Even non-toxic algal blooms can have devastating impacts when they lead to kills of fish and invertebrates by generating anoxic conditions. Some algal species, although non-toxic to humans, can produce exudates that can cause damage to the delicate gill tissues of fish (raphidophytes Chattonella, Heterosigma, and dinoflagellates Karenia, Karlodinium) . Aquatic animals can suffer devastating mortalities, which could lead economical and food losses, and eventually became a food security problem. Of greatest concern to humans are algal species that produce potent neurotoxins that can find their way through shellfish and fish to human consumers where they evoke a variety of gastrointestinal and neurological illnesses (paralytic shellfish poisoning (PSP), amnesic shellfish poisoning (ASP), diarrhoeic shellfish poisoning (DSP), neurotoxic shellfish poisoning (NSP), azaspiracid shellfish poisoning (AZP) and ciguatera fish poisoning (CFP)). Worldwide, ciguatoxins are estimated to cause around 50 000 cases of ciguatera fish poisoning annually; neurological effects may last for weeks or even years and one percent of these cases are fatal . Climate change and costal water over enrichment create an enabling environment for harmful algal blooms, which seem to have become more frequent, more intense and more widespread in the past decades.
