Book excerpt: The rise of Japan from agrarianism to a position as one of the leading industrial powers is one of the most dramatic and meaningful phenomena in economic history. Professor Lockwood, assistant director of the Woodrow Wilson School of Public and International Affairs of Princeton University, lucidly describes this astonishing transformation, analyzes the factors involved (capital, technology, foreign trade, the role of the state, etc.), and discusses the consequences. Available in PDF, EPUB and Kindle. Book excerpt: The focus of this book is on the Japanese economic bureaucracy, particularly on the famous Ministry of International Trade and Industry (MITI), as the leading state actor in the economy. Although MITI was not the only important agent affecting the economy, nor was the state as a whole always predominant, I do not want to be overly modest about the importance of this subject. The particular speed, form, and consequences of Japanese economic growth are not intelligible without reference to the contributions of MITI. Collaboration between the state and big business has long been acknowledged as the defining characteristic of the Japanese economic system, but for too long the state's role in this collaboration has been either condemned as overweening or dismissed as merely supportive, without anyone's ever analyzing the matter. The history of MITI is central to the economic and political history of modern Japan. Equally important, however, the methods and achievements of the Japanese economic bureaucracy are central to the continuing debate between advocates of the communist-type command economies and advocates of the Western-type mixed market economies. The fully bureaucratized command economies misallocate resources and stifle initiative; in order to function at all, they must lock up their populations behind iron curtains or other more or less impermeable barriers. The mixed market economies struggle to find ways to intrude politically determined priorities into their market systems without catching a bad case of the "English disease" or being frustrated by the American-type legal sprawl. The Japanese, of course, do not have all the answers. But given the fact that virtually all solutions to any of the critical problems of the late twentieth century--energy supply, environmental protection, technological innovation, and so forth--involve an expansion of official bureaucracy, the particular Japanese priorities and procedures are instructive. At the very least they should forewarn a foreign observer that the Japanese achievements were not won without a price being paid.

Available in PDF, EPUB and Kindle. Book excerpt: For many in the West, the emergence of Japan as an economic superpower has been as surprising as it has been sudden. After its defeat in World War II, Japan hardly appeared a candidate to lead industrialized nations in productivity and technological innovation, and the "Japanese miracle" is often explained as the result of U.S. aid and protection in the postwar years. In The Origins of Japanese Trade Supremacy, Christopher Howe locates the sources of Japan's current commercial and financial strength in events tnat occurred well before 1945. In this revisionist account, Howe traces the history of Japanese trade over four centuries to show that the Japanese mastery of trade with the outside world began as long ago as the sixteenth century, with Japan's first contact with European trading partners. Although profitable, this early contact was so destabilizing that the Japanese leadership soon restricted foreign trade mainly to Asian partners. From the early seventeenth to the middle of the nineteenth centuries, Japan developed in relative isolation. Though secluded from the scientific and economic revolutions in the West, Japan proved adept at finding novel solutions to its own problems, and its economy grew in size, diversity, and technological and institutional sophistication. By the nineteenth century, when contacts with the West were reestablished. Japan had developed a remarkable capacity to absorb foreign technologies and to adapt and create new institutions, while retaining significant elements of its traditional system of values. Most importantly, Japan's long-standing reliance on its own ingenuity to solve problems continued to flourish. This tradition, born of necessity, is the most important foundation for Japan's current position as a world economic power.

Book excerpt: This open access book provides an in-depth examination of Japan's policy responses to the economic challenges of the 1980s and '90s. While MITI's earlier role in promoting rapid growth has been addressed in other studies, this volume, based on official records and exhaustive interviews, is the first to examine the aftermath of rapid growth and the evolution of MITI's interpretation of the economy's changing needs. Covering such topics as the oil shocks, trade conflict with the United States, and the rise and collapse of the so-called bubble economy, it presents a detailed analysis and evaluation of how these challenges were interpreted by government officials, the kinds of policies that were enacted, the extent to which policy aims were realized, and lessons for the longer term. This book is recommended especially to officials of countries concerned about the challenges that follow on high economic growth and to readers interested in Japan’s contemporary economic history.

Book excerpt: Makes Japanese sources accessible in English Although much of the work on Japanese economic history is inaccessible to Westerners, many of Japan's leading economic historians have published widely in English. Combined with the work of Western economists who can utilize Japanese-language sources, this series assembles a wide range of English-language articles on the key issues in Japanese economic development. Individual volumes cover the interwar period, postwar reconstruction and growth, the textile industry, demographics, agriculture, trade, and the rise of commerce and "protoindustry" in the Tokugawa era. An information-packed classroom and research resource An introductory essay in each volume discusses the significance of the articles, compares various economic development in Japan with those in other countries, and puts studies in the context of similar studies in Europe. A versatile research resource, this 7-volume set is a veritable gold mine of hard-to-find informationand data from diverse sources and a godsend to everyone interested in comparative economic and social history. Professors will appreciate the collection because it gives them instant access to less familiar English-language sources and is an easy way to introduce students to doing their own research. Students will appreciate the many articles as a mother lode of information for reports and papers. Researchers will be pleased by the coverage of more than three centuries of Japanese history and life.

Book excerpt: In the 1980s, the extent of Japanese export penetration into other Western economies, particularly the USA, became a matter of international concern. There were demands for Japan to reciprocate on imports, for the Japanese market to be 'opened up' and, by some people, for sanctions or a trade war if the Japanese did not respond. This book, first published in 1989, examines the growth of protectionist sentiment and the Japanese response to it. It examines in detail the debates within Japan and discusses the measures which the Japanese took, including the voluntary export restraint measure in the motor sector. It concludes that, broadly, the Japanese did indeed respond to world demands for their market to be opened up but that successful exporting to Japan depended equally on efforts by Western companies to service that market, which they were slow to do.
