Book excerpt: Adding an important new dimension to the history of U.S.-Japan relations, this book reveals that an unofficial movement to promote good feeling between the United States and Japan in the 1920s and 1930s only narrowly failed to achieve its goal: to modify the so-called anti-Japanese exclusion clause of the 1924 U.S. immigration law. It is well known that this clause caused great indignation among the Japanese, and scholars have long regarded it as a major contributing factor in the final collapse of U.S.-Japan relations in 1941. Not generally known, however, is that beginning immediately after the enactment of the law, private individuals sought to modify the exclusion clause in an effort to stabilize relations between the two countries. The issue was considered by American and Japanese delegates at almost all subsequent U.S.-Japan diplomatic negotiations, including the 1930 London naval talks and the last-minute attempts to prevent war in 1941. However, neither the U.S. State Department nor the Japanese Foreign Office was able to take concrete measures to resolve the issue. The State Department wanted to avoid appearing to meddle with Congressional prerogatives, and the Foreign Office did not want to be seen as intruding in American domestic affairs. This official reluctance to take action opened the way for major efforts in the private sector to modify the exclusion clause. The book reveals how a number of citizens in the United Statesmainly clergy and business peoplepersevered in their efforts despite the obstacles presented by anti-Japanese feeling and the economic dislocations of the Depression. One of the notable disclosures in the book is that this determined private push for improved relations continued even after the 1931 Manchurian Incident.

Book excerpt: In the 1930s, the French Third Republic banned naturalized citizens from careers in law and medicine for up to ten years after they had obtained French nationality. In 1940, the Vichy regime permanently expelled all lawyers and doctors born of foreign fathers and imposed a 2 percent quota on Jews in both professions. On the basis of extensive archival research, Julie Fette shows in Exclusions that doctors and lawyers themselves, despite their claims to embody republican virtues, persuaded the French state to enact this exclusionary legislation. At the crossroads of knowledge and power, lawyers and doctors had long been dominant forces in French society: they ran hospitals and courts, doubled as university professors, held posts in parliament and government, and administered justice and public health for the nation. Their social and political influence was crucial in spreading xenophobic attitudes and rendering them more socially acceptable in France. Fette traces the origins of this professional protectionism to the late nineteenth century, when the democratization of higher education sparked efforts by doctors and lawyers to close ranks against women and the lower classes in addition to foreigners. The legislatively imposed delays on the right to practice law and medicine remained in force until the 1970s, and only in 1997 did French lawyers and doctors formally recognize their complicity in the anti-Semitic policies of the Vichy regime. Fette's book is a powerful contribution to the argument that French public opinion favored exclusionary measures in the last years of the Third Republic and during the Holocaust.

It focuses on two areas: what contributes to instances of permanent exclusion from school, and what the effects are of its existence as a disciplinary option. The book questions how and why local government officers make particular decisions about children and young people. Rather than focussing on what children and young people 'did' behaviourally to 'get excluded', the book adopts a Foucauldian analysis to concentrate on their place within a larger policy-community which includes professionals and policy makers. It adopts a critical-bureaucratic exercise in ‘studying up’ on powerful organisations: an informed approach to ameliorating social inequity. The findings described here suggest a broad, deep and opaque seam of institutional prejudice: permanent exclusion from school can be understood to be both caused by this and to intensify its effects. Prejudice clearly leads to exclusion. But surprisingly, evidence linking exclusion to disadvantage is mixed. We address this issue theoretically, providing a formal rational choice model combining arguments from sociology (on prejudice) and economics (on competition). Our theory suggests that economic organization is crucial. In economies dominated by monopoly, oligarchy, tradition, or government, prejudice may reduce some workers' pay and a disadvantageous secondary labor market may emerge. By contrast in competitive free markets, exclusionary discrimination often occurs but does not reduce workers' pay, nor does it induce a disadvantageous secondary labor market. Our theory suggests the conventional analytic approach to discrimination is misguided: exclusion does not necessarily imply disadvantage; a shortfall in pay does not necessarily imply that the lower paid worker is disadvantaged; and analysis should focus on the overall subjective well-being or utility derived from a job, not on pay alone.
