Today's hearing is a continuation of our bipartisan effort to consolidate, reform, and revitalize Federally-funded job training programs. In his State of the Union Address this year, President Clinton called on Congress to improve all aspects of Federal work force development policy. In this session of the Congress, we have responded by enacting new education and job training measures for young people, such as the School to Work Opportunities Act, Goals 2000, and the Educate America Act. We have also made significant progress in responding to President Clinton's challenge to streamline today's patchwork of job training programs and make them a source of skills for people who lose their jobs. For the past 6 months, we have been working to develop legislation to make job training more responsive to the needs of job seekers, workers, and businesses. We have made substantial progress and reached agreement on many aspects of a comprehensive reform bill. Compared to other major industrial nations, the United States does not have a coherent labor market policy to help workers and firms adjust to structural changes in our economy. The basic building blocks of our current job training system were established during the New Deal, the New Frontier, and Great Society years. The challenge then was to help hard-to-serve groups enter the labor force. As we head into the 21st century, we must respond to a new set of problems. As a result of increased international competition, technological change and defense downsizing, many workers already in the labor force need to be retrained to have their skills improved, often several times over the course of their careers.
