This final report emphasizes the experiences and lessons learned from the second year of the teacher evaluation pilot and the 2012-13 principal evaluation pilot based on interviews, surveys, and discussions with EPAC participants and pilot district staff.1 The writing and recommendations within are the result of a collaborative effort between representatives of the EPAC and the New Jersey Department of Education ("the Department"). While this report attempts to capture EPAC's work as thoroughly and fairly as possible, any particular recommendation or viewpoint expressed does not necessarily represent the opinion of all members of the committee. The report includes five sections: (1) Part One outlines the background and context for evaluation reform in New Jersey; (2) Part Two describes how policy decisions for AchieveNJ, New Jersey's educator evaluation system, were informed by the pilot program and the EPAC; (3) Part Three provides practical advice for districts in implementing AchieveNJ; (4) Part Four focuses on the lessons learned from New Jersey's principal pilot districts; and 5 Part Five provides perspective on the opportunities and challenges that districts will face during the first few years of implementing AchieveNJ. It is clear that we need to reduce the emissions of carbon dioxide and other greenhouse gases from our atmosphere if we want to avoid greatly increased risk of damage from climate change. Aggressively pursuing a program of emissions abatement or mitigation will show results over a timescale of many decades. How do we actively remove carbon dioxide from the atmosphere to make a bigger difference more quickly? As one of a two-book report, this volume of Climate Intervention discusses CDR, the carbon dioxide removal of greenhouse gas emissions from the atmosphere and sequestration of it in perpetuity. Climate Intervention: Carbon Dioxide Removal and Reliable Sequestration introduces possible CDR approaches and then discusses them in depth. Land management practices, such as low-till agriculture, reforestation and afforestation, ocean iron fertilization, and land-and-ocean-based accelerated weathering, could amplify the rates of processes that are already occurring as part of the natural carbon cycle. Other CDR approaches, such as bioenergy with carbon capture and sequestration, direct air capture and sequestration, and traditional carbon capture and sequestration, seek to capture CO2 from the atmosphere and dispose of it by pumping it underground at high pressure. This book looks at the pros and cons of these options and estimates possible rates of removal and total amounts that might be removed via these methods. With whatever portfolio of technologies the transition is achieved, eliminating the carbon dioxide emissions from the global energy and transportation systems will pose an enormous technical, economic, and social challenge that will likely take decades of concerted effort to achieve. Climate Intervention: Carbon Dioxide Removal and Reliable Sequestration will help to better understand the potential cost and performance of CDR strategies to inform debate and decision making as we work to stabilize and reduce atmospheric concentrations of carbon dioxide.

To examine the opportunities and challenges in measuring and assessing GME outcomes, the National Academies of Sciences, Engineering, and Medicine held a workshop on October 10â€"11, 2017, in Washington, DC. Workshop participants discussed: meaningful and measurable outcomes of GME; possible metrics that could be used to track these GME outcomes; possible mechanisms for collecting, collating, analyzing, and reporting these data; and further work to accomplish this ambitious goal. This publication summarizes the presentations and discussions from the workshop.

However, fiscal policy constraints, growing acceptance of the user-pays principle, and a recognition that there are generally greater incentives for efficiency in the private sector, have driven increased private involvement in the provision of both economic and social infrastructure. A new Commission Staff Working Paper reports on the experiences of a number of countries using different approaches to funding public infrastructure projects. The countries covered in the study are Australia, Canada, France, Germany, New Zealand, Sweden, the United Kingdom and the United States. In most countries, general government investment in infrastructure has declined in recent years. Nevertheless, overall investment in infrastructure has remained fairly steady, although volatile in some countries. Total Australian investment in infrastructure was just below 6 per cent of GDP in 2006-07. Sub-national governments undertook 76 per cent of public infrastructure investment, with government trading enterprises (GTEs) accounting for around half of this.

In its responses to the 2016 Australian Infrastructure Plan and the 2015 Competition Policy Review, the Australian Government explicitly supported investigating cost-reflective road pricing as a long-term reform option, and has committed to establishing a study chaired by an eminent Australian to look into the potential impacts of road pricing reform on road users. The challenges we face in this space are manifold and complex, and we still have a long road ahead of us. However, with advocacy for reform coming from interest groups as diverse as governments, private transport companies, peak industry bodies, policy think tanks and state motoring clubs, there is now more support than ever before for changing the way we provide for and fund our roads. This book seeks to advance the road reform agenda by presenting some of the latest thinking on road pricing and provision from a variety of disciplinary approaches—researchers, economists and public sector leaders. It stresses the need for reform to ensure Australians can enjoy the benefits of efficient and sustainable transport infrastructure as our population and major metropolitan cities continue to grow. Traffic congestion is avoidable, but we must act soon.
