Book excerpt: The overall objective of this study was to assess the use of locally available materials in Nevada for the development of a durable fine-graded thin hot-mix asphalt overlay mixture for pavement preservation. A comprehensive laboratory evaluation using typical materials in Nevada was conducted. The investigation considered establishing two mix designs using typical local materials for the northern and southern part of the state. An optimal asphalt binder content was selected for each mixture based on the volumetric properties and following the Nevada Department of Transportation volumetric requirements. For each mixture, the optimal binder content was varied within the allowable tolerances to simulate the potential variation in asphalt binder content during plant production. The performance of the two thin hot-mix asphalt mixtures were then evaluated at the various asphalt binder contents in terms of their resistance to moisture damage using indirect tensile strength, resistance to surface raveling and abrasion, dynamic modulus property, resistance to rutting, resistance to reflective cracking, workability and compactability, and the developed interlayer bond strength. Overall, both designed fine-graded mixtures showed a very good performance and are expected perform well when used as a thin hot-mix asphalt overlay. In particular, good stability, very good resistance to surface raveling and abrasion, and excellent resistance to reflective cracking were observed for both thin hot-mix asphalt overlay mixtures at all evaluated asphalt binder contents. Thin asphalt overlay mixtures behaved as ordinary mixture and are expected to last longer than chip seals for a lower net present worth costs.

Book excerpt: Evaluation of pavement condition is the principle source of information for the effective management of the road network for local and state transportation agencies. However, transportation agencies in the United States are using different pavement rating systems to evaluate their pavement condition. The data collection system, measurement units, and calculation techniques have been modified and updated by several states to incorporate new technological development with time. Several transportation agencies are willing to update their old pavement rating systems while others elected to gradually switch to more accurate rating systems. This study focuses on the potential enhancements on the Pavement Rating Index (PRI) used by Nevada Department of Transportation (NDOT) to make it more consistent with nationally applied systems such as the Pavement Condition Index (PCI) developed by U.S. Army Construction Engineering Research Laboratory. Pavement condition data that were utilized to calculate PRI over the last 15 years were converted into PCI compatible format using a suitable conversion technique. Estimated PCI values were plotted against the corresponding PRI value showed moderate correlation with R2 value of 0.56. The current PRI system was then enhanced to eliminate some of its deficiencies. The statistical relationship between the enhanced PRI and PCI showed improved correlation with R2 value of 0.75. The study concluded that a successful correlation between the PRI system and the PCI system can be achieved in Nevada while maintaining the use of the historical pavement condition data. This study also suggests using a recommended PRIr system which adds the impact of roughness and friction onto the enhanced PRI system. Finally, this study compares the road maintenance strategies suggested by the current PRI system and the PRIr system with the time based schedule and the actual activities applied on the pavement section. This comparison concluded that, while both the PRI and PRIr systems show good correlations with the time based schedule and actual activities for assigning preventive and corrective maintenance strategies, the PRIr system showed improved correlations with the time based schedule and actual activities for assigning the overlay strategy. The PRIr system is recommended for implementation by NDOT due to its consistency with national systems (i.e., PCI) and its superior correlations with time based schedule and actual activities for overlays which leads to significant savings of rehabilitation funds.

Book excerpt: The purpose of pavement-preservation treatments is to correct surface defects, improve ride quality, improve safety characteristics, and extend pavement life without increasing the structural capacity of the pavement. The application of a thin overlay is expected to extend the life of a pavement by 8–10 yr, although this range may vary depending on traffic, environmental conditions, quality of the materials, and workmanship. Thin overlays do not significantly increase the structural capacity of a pavement. Thus, the existing pavement condition should be evaluated carefully prior to the application of a thin overlay to ensure that structural rehabilitation is not necessary. A set of guidelines to determine the best time to apply thin-overlay treatments would help highway agencies optimize their budgets, thereby leading to potentially significant taxpayer savings. The objective of this study was to develop guidelines, parameters, and performance-prediction equations to select the most appropriate time to apply a thin-overlay treatment based on the condition of the existing pavement. To arrive at the proposed guidelines, data from the Long-Term Pavement Performance (LTPP) Program Specific Pavement Studies 3 and 5 were used to evaluate the effects of climate, traffic, existing asphalt concrete (AC)–layer thickness, and overlay thickness on the life extension that results from the application of thin-overlay treatments. The results demonstrate that threshold triggers based on longitudinal cracking in the wheel path and rutting severity can be used to select the best time to apply a thin overlay in order to achieve a target pavement-life extension. Analysis of the LTPP data shows that both the traffic level and existing AC-layer thickness significantly affect the life extension that results from the application of a thin overlay in terms of retarding rutting and longitudinal cracking, respectively. This paper presents empirical equations to predict the life gain that can be achieved from a thin-overlay treatment based on the existing pavement conditions.

Book excerpt: The existing ultra-thin whitetopping (UTW) and thin whitetopping (TWT) design methods are reviewed so that any gaps in the design process can be identified. Four design methods are included, namely the Colorado Department of Transportation (CDOT) method, the New Jersey Department of Transportation method, the Portland Cement Association (PCA) method, and the Illinois Centre for Transportation (ICT) method. The structural response and performance models used in these methods are evaluated using field data from the whitetopping sections at MnROAD. Based on these evaluation, the PCA structural model developed for the calculation of stress in the corner and at the top of the overlay seems more suitable for the prediction of the structural response of UTW and the CDOT structural model developed for the calculation of stress at the lane/shoulder edge and at the bottom of the overlay is more suitable for TWT. It is also found that the use of a temperature-dependent asphalt modulus of elasticity results in significantly higher fatigue damage in the overlay, which is ignored by all four methods. Finally, the asphalt fatigue analysis incorporated in some of these design procedures is does not result in fatigue failure of the hot mix asphalt and therefore need not be considered when designing these overlays.

The distress measurements of the analysis sections were conducted prior to the overlay placement and approximately one, three, and five years, following the overlay application. Book excerpt: The Indiana Department of Transportation (INDOT) has developed a guideline for evaluation of subsurface condition, a project-level evaluation for applicability of Indiana pavement preservation treatments (PPT). The developed guideline, using ground penetration radar (GPR) measurements, surface distress, and laboratory tests, determines the pavement subsurface distress severity and its distribution. The guideline also incorporates the newly developed water stripping severity test utilizing the digital image processing. The guideline has hierarchal evaluation system based on the type of data available for the test section. Level 1 is selected if GPR analysis data is available, level 2 is selected if surface distress data is available, and level 3 is used for all other cases. In addition, the subsurface distress distribution analysis tool (DCUAL) provides the locations of the PPT applicable sections. Case studies were conducted to provide aid to better understand the guideline, to present the example evaluation results upon the application of the guideline, and to validate the applicability of guidelines. Three test roads treated with PPTs within two to three years in Indiana were selected, and different evaluation levels were applied to the test roads. Level 1 and level 2 were applied for state road (SR) SR-70, and level 2 and 3 was applied for SR-257 and SR-43, respectively. Level 1 and level 2 analyses in the case study showed a good agreement with the case of the non-uniform subsurface distress distribution. In the process of determining the PPT applicability, pavements with the overall score of 60 or higher were found to be suitable for PPTs for all three levels of analysis and suitable for the Indiana State Roads having average annual daily traffic of less than 9000. Overall, the case study validated that the guideline provides a consistent, rational, and data-driven decision-making process for the applicability of the project-level pavement preservation program.
