It deploys a multi-theoretical and methodological framework to investigate this empirical puzzle, and to test and analyse the causal factors influencing network outcomes. Chapters examine network concepts, network theories, outcome indicators, the historical infrastructure and management of unemployment policy, and governing network trends in post-war urban regeneration interventions. Comparative network case studies offer empirical evidence and a high degree of local variation. Mixed methods (qualitative and quantitative approaches), including social network analysis, uncover formal and informal networks, and eighty-six interviews in two English local authorities with persistent unemployment, give voice to network practitioner experiences. Findings explain why sub-optimal network outcomes prevail and operational difficulties persist on the ground. Students and academics, professionals and activists can use the results to challenge network governance theories and the policy status-quo.

The realities of the urban in the 21st century are increasingly complex and polychromatic. The rise of global networks enabled by supranational administrations, both governmental and corporate, strongly influences and structures the management of urban life. How we conceive the city region has intellectual and practical consequences. First, in helping us grasp rapidly changing realities; and second in facilitating the flow of resources, ideas and learning to enhance the quality of life of citizens. Two themes interweave through this collection, within this broad palette. First are the socio-spatial constructs and their relationship to the empirical evidence of change in the physical and functional aspects of urban form. Second is what they mean for the spatial scales of governance. Once New Labour came to power in 1997, they sought a third way between the new right agenda of Thatcherism with its attempts to reduce the role of the local state and foster a free market and the left’s attempts to take more control over the local economy in the interest of workers. In July 2007, Gordon Brown’s government published the 'Review of Sub-national Economic Development and Regeneration'. This book argues that competitiveness and neo-liberalism, or increased market domination over an ever wider range of social relations, have in reality dominated New Labour’s policies. Yet a number of contradictions remain as New Labour continues to seek a reduction in poverty and regional and local disparities. The book analyses the changes that will result from further market domination under the Sub-national Review but also the opportunities that will arise for local economic development agents, particularly those with a concern for social justice. It looks specifically at regional and sub-regional strategy making; partnership, networking and building institutional capacity; local labour market policy and policy towards cities. Dame Carol Black estimated that the annual economic cost of ill-health in terms of working days lost and worklessness was over £100 billion. The Confederation of British Industry (CBI) estimated that last year 172 million working days were lost due to absence, costing employers £13 billion. Against a backdrop of a wider economic downturn both taxpayers and businesses can ill afford to bear these largely unnecessary costs. But the cost of ill-health cannot be measured in pounds and pence alone. There are about 2.6 million people on incapacity benefits and 600,000 people make a new claim each year; of these, half had been working immediately before they moved onto benefit. Once out of work it is likely that an individual's health will worsen and they and their families are more likely to fall into poverty and become socially excluded. Therefore, health-related inactivity prevents individuals from fulfilling their potential, causes needless financial hardship, and damages the communities in which people live. This response is built around three key aspirations that demonstrate how the Government will rise to the challenges set by Dame Carol: creating new perspectives on health and work (chapter 2); improving work and workplaces (chapter 3); and supporting people to work (chapter 4). Chapter 5 details how the Government will measure progress against its targets, and chapter 6 sets out future steps that the Government intends to take: better integrating skills, health and employment provision; reviewing the incentives for individuals, employers and the state to tackle sickness absence to ensure they are optimally balanced; and continuing to develop strategies to address the specific needs of those with poor mental health.
