Book excerpt: Significant contamination events that have occurred in drinking water distribution systems over the last decade have raised public concern and the attention of regulators seeking to protect the safety of municipal drinking water systems. In response, municipalities are interested in using online, real-time continuous sensors to monitor water quality in locations throughout their distribution systems. Despite the significant effort being devoted to developing low-cost and energy-efficient water quality sensors, the reliability and utility of commercial water quality sensors for monitoring municipal drinking water systems have not been validated. In this study, the performance of a real-time, commercial sensor system was compared to conventional laboratory analysis of grab samples collected from fire hydrants in a chloraminated drinking water distribution system. Relationships between sensor output and direct/indirect laboratory analysis were established in both laboratory experiments and field applications. Finally, the stability of the water quality sensor was examined by analyzing the temporal and spatial changes in output over a three-week fire hydrant trial. The results of the study found that the ORP sensors are insensitive to changes in chloramine changes between 1.5 and 2.5 mg/L Cl2 in an oxic system. Overall, the optical sensors in the commercial systems performed poorly for monitoring water quality in the DWDS when the samples were drawn from fire hydrants. Transient pressure changes in the barrel of the fire hydrant released particles that fouled the optical sensor units. Recommendations for real-time water quality sensors installation, performance validation, and data interpretation for municipalities interested in using fire hydrants as DWDS sampling points are provided based on a case study conducted in a chloraminated drinking water distribution system

Book excerpt: Aquatic biomonitors can provide continuous, real-time monitoring for toxicity in source water supplies, but they cannot be used to directly monitor chlorinated drinking waters because of aquatic organism sensitivity to residual chlorine. The threshold for a toxicity alarm by a biomonitor using bluegills (Lepomis macrochirus) was between 0.015 and 0.066 mg/L total residual chlorine (TRC). A portable dechlorinator that injected 6 mg/L sodium bisulfite into water containing 1.5 to 2.0 mg/L TRC was effective in removing TRC-related toxicity during a nine month evaluation at a water treatment plant. Three biomonitor alarms that occurred were not caused by dechlorinator malfunctions. In one-hour laboratory exposures to sodium bisulfite alone, the biomonitor did not respond until concentrations exceeded 48 mg/L. This study demonstrated the feasibility of using a biomonitor in conjunction with a portable dechlorinator for continuous monitoring of chlorinated drinking waters. Future studies should evaluate dechlorinator suitability in waters with total organic carbon levels exceeding 2 mg/L or that have been disinfected with chloramines.

The deployment of water quality sensors in the distribution networks provides indication of contamination risks. However, the use of these innovative devices is recent and yet requires field experimentations. This thesis enhances the feedback in this domain. It presents a field study of online supervision of water quality, within SunRise project. This work is also a part of the European project “SmartWater4Europe”. The literature review highlights the impact of water contamination on human health as well as the drawbacks of conventional water supervision methods. A large-scale experimentation is conducted at the Scientific Campus of Lille University, where two types of sensors (S::CAN and EventLab) are implemented. The detailed analysis of recorded water quality signals showed the occurrence of some events, generally correlated with the variation of hydraulic parameters or the network interventions. Different methodologies for the detection of water anomaly are presented and applied to S::CAN data. Statistical and Artificial Intelligence (Support Vector Machine) methods discriminate between normal and unexpected measurements. An Event Detection System (EDS), developed within Canary software, showed a good performance in the identification of water abnormalities. The last part proposes a combination between the risk assessment approach and the smart monitoring. The improved risk assessment methodology allows a real-time detection and classification of water anomaly risk as well as an identification of the priority attention required.

Decay of these disinfectants is affected by various water quality and infrastructure related factors. Understanding the decay of residuals in the distribution system is critical with respect to safe delivery of drinking water and in developing water quality models that can be used by utilities for the operation of potable water delivery systems. In order to comply with microbial and disinfection byproduct (M/DBP) regulations, water suppliers are continually investing in treatment processes for achieving greater levels of inactivation and DBP precursor removal. As a result of these changes in water quality, maintaining a disinfectant residual in the distribution system can be challenging Bench-scale testing has been used to determine the effect of advanced treatment (enhanced coagulation, granular activated carbon adsorption, ozonation, biofiltration, and ultraviolet irradiation) on chlorine and chloramine decay. Additional studies examine the effects of disinfectant dose, temperature, pH, blending, and rechlorination. The effects of water quality on pipe-wall demand were evaluated using the distribution system simulator at the U.S. Environmental Protection Agency's Test and Evaluation Center. Several models are developed regarding disinfectant decay, making it easier to predict chlorine demand after changes in treatment. The multi-species water quality analysis and network path analysis extensions to EPANET will make the modeling package more robust and will allow utilities to predict chlorine residual at any point in their distribution system with greater confidence.

Nevertheless, the acquisition of continuous reliable data for aqueous environments has proven difficult to achieve, as the majority of on-line monitoring technologies currently employed are based on direct adaptations of traditional wet laboratory methods, which were not originally designed for field or continuous monitoring applications. Consequently, they have the inherent problem of requiring strictly controlled measurement conditions, which are rarely present in the natural environment and suffer from issues such as signal drift, reagent consumption, calibration and sample pre-treatment. Seeing that consistent measurement conditions are rarely present in real world environments, direct sensor deployment often means the sensor is unavoidably exposed to a wide range of measurement conditions leading to measurement errors and invalidating the operating conditions required for reliable performance.
