The main objectives of the SDPP are to: advance nationally significant best practices & models of service delivery; strengthen community capacity to meet social development needs; and strengthen the capacity of the social non-profit sector to contribute information to government & others on new & emerging social issues. The evaluation of the SDPP was conducted in the last two quarters of fiscal year 2001/02. The development of the evaluation methodology recognized that evaluating the SDPP presents a number of practical challenges. The methodology used to evaluate the SDPP attempted to address these challenges and was guided by a review of evaluations of similar programs in other countries. The evaluation approach included the following components: a literature review, case studies, key informant interviews, focus groups, and a review of program files & documents. Evaluation findings are presented & discussed with regard to program roles & relevance, program impacts on achieving the three main objectives, areas needing improvement in program design & delivery, and accountability.
