The human resources development strategy outlined in this document addresses the need for human resources development activities to meet the goal of representativeness in the public service and the target of 50% Inuit employment by 1999. It also provides strategic initiatives that address the goal of representative Inuit employment with other public sector organizations and businesses. The strategy includes an assessment of current training programs and initiatives in Nunavut and projected employment demands resulting from implementation of the Nunavut Land Claim Agreement. The strategy also considers the future employment and training needs of the private sector resulting from secondary growth and construction related to the creation of Nunavut as well as normal growth reflecting current and projected demographics.

Book excerpt: This report presents the findings from the first interim impact & cost benefit/effectiveness evaluations of the New Brunswick Job Corps, a voluntary program designed to provide older workers with the opportunity to free themselves from passive support and contribute to the development of their community. Job Corps participants work in various projects sponsored by employer hosts. After an introduction on this program & the evaluation issues, chapter 2 presents information related to the impact of the Job Corps: a profile of participants, program activities, findings of an analysis of data on participant & comparison groups, and a profile of program exits. Chapter 3 contains evaluation input from employer hosts, including a summary of ten case studies designed to provide updated information on project activities. Chapter 4 describes results of a multivariate assessment of the Job Corps program, including estimates of earnings, unemployment insurance benefits, and social assistance receipts of participants in the absence of the program. Chapter 5 contains the results of cost-benefit and cost-effectiveness analyses of the program. The final chapter provides an overall assessment of the program in terms of its impact on quality of life, sense of community & commitment, labour market impacts, value of program output, benefits, and costs.
