Book excerpt: Four wood stoves certified by the U.S. Environmental Protection Agency (EPA) 1990 Phase II requirements were tested to determine the effects of various fuel loading densities and configurations on emissions performance. The tests conducted and reported on here were designed to compare the performance of 4 different stove designs with 4 different fuel loading procedures. In addition, the data from the original EPA certification tests of each stove were obtained. The catalytic units tested had similar firebox sizes but varied in their air control systems with one being thermostatically controlled by a bimetal spring and the other having a fixed manual control. The non-catalytic units included one with a relatively large firebox and one with a relatively small firebox.

Book excerpt: The U.S. Environmental Protection Agency (EPA) is proposing to revise new source performance standards (NSPS) for residential wood stoves, and to issue NSPS for pellet stoves, furnaces, hydronic heaters, and masonry heaters. The EPA is proposing this revision under the authority of section 111 of the Clean Air Act (CAA), “Standards of Performance for New Stationary Sources,” under which the EPA establishes federal standards of performance for new sources within source categories which cause or contribute significantly to air pollution, which may reasonably be anticipated to endanger public health or welfare. We are proposing to amend 40 CFR part 60, subpart AAA, Standards of Performance for New Residential Wood Heaters. The current regulation (subpart AAA) applies to affected facilities manufactured since 1988. Except as discussed in this proposal, the current requirements would remain in effect for the heaters/stoves and model lines manufactured before this proposal. We also propose to broaden the applicability of the wood heaters regulation beyond adjustable burn rate heaters (stoves, the focus of the original regulation) to specifically include single burn rate heaters, hydronic heaters, and pellet stoves. Heaters/stoves and model lines manufactured after the compliance dates would be required to meet particulate matter (PM) standards. Compliance upon the effective date of the final rule is the intention in section 111 of the CAA. Revision of the current residential wood heaters NSPS is necessary to capture the improvements in performance of such units and to include additional wood-burning residential heating devices. The proposed changes are expected to achieve several objectives, including the application of updated emission limits reflecting the best industry emission reduction systems; elimination of exemptions over a broad suite of residential wood combustion devices; the strengthening of test methods as appropriate; and the streamlining of the certification process. These proposed revisions help address the health impacts of particle pollution, of which wood smoke is a contributing factor in many areas. Particulate pollution from wood heaters is a significant national air pollution problem and human health issue. Health benefits associated with these proposed regulations are valued to be much greater than the cost to manufacture cleaner, lower emitting appliances. These proposed regulations would also significantly reduce emissions of many other pollutants from these appliances, including carbon monoxide, volatile organic compounds, hazardous air pollutants and climate-forcing emissions. Emissions from wood stoves occur near ground level in residential communities across the country, and setting these new requirements for cleaner stoves into the future will result in substantial reductions in exposure and improved public health.

Book excerpt: The 1988-89 Northeast Cooperative Woodstove Study (NCWS) evaluated the in-home performance of 25 woodstoves representing five models in Glens Falls, New York. Two of the stove models were non-catalytic and the remaining three were catalytic. The study emphasized the measurement of particulate emissions during five week-long samplings in each home and the durability of the stove during the three-month sampling period. As the Country Flame BBF-6 showed lower emission rates, it was decided to monitor the stove at the end of the second year of use (March 1990) to evaluate its long term durability. A Blaze King stove was also monitored. The catalysts of any failing stoves were monitored in the laboratory to isolate the causes of field performance deterioration, and lab tests of the catalysts were used as an opportunity to develop a lab emissions test procedure that effectively simulated the real world. The evaluation used the same AWES monitoring system as was used in 1988-89.

Book excerpt: Previous field investigations have shown that non-catalytic woodstove technology has generally improved over the past five years, but the best performances lag behind some catalytic technologies and only reduce particulate emissions by 50-55% compared to conventional stoves. This project was conducted to identify non-catalytic technology, manufactured in Canada, that can reduce particulate emissions by over 75% in field use; to use a computer model and close observations of operational practices to find what combinations of technology and operational parameters produce the lowest emissions in the field; to determine the causes of poor emissions performance and/or degradation should they occur; and to conduct a new technology feasibility study to help a community that has historically experienced some of the highest woodstove-generated ambient particulate levels in the United States. In-home sampling of three advanced-technology stoves, installed in homes in Klamath Falls, Oregon, was conducted for four one-week periods from January through March 1990. The Omni Automated Woodstove Emissions Sampler and data logger system was used to measure particulate stack emissions, thermal efficiency, stack temperatures, stack oxygen, stack draft, burn rate, and wood use patterns.
