Vector-borne plant and animal diseases, including several newly recognized pathogens, reduce agricultural productivity and disrupt ecosystems throughout the world. These diseases profoundly restrict socioeconomic status and development in countries with the highest rates of infection, many of which are located in the tropics and subtropics. Although this workshop summary provides an account of the individual presentations, it also reflects an important aspect of the Forum philosophy. The workshop functions as a dialogue among representatives from different sectors and allows them to present their beliefs about which areas may merit further attention. Because traditional vector control methods have proven to be insufficient to control mosquito populations in endemic areas, scientists are actively working in the design of new strategies, such as genetically modified (GM) mosquitoes, to reduce disease transmission. The replacement of natural populations with GM mosquitoes is becoming a tangible possibility, however, many fear that the release of these organisms into the environment could constitute a significant risk to biodiversity and may cause the unintended spread of GM organisms across national borders. The Cartagena Protocol on Biosafety, an international agreement originally intended to oversee the trade of GM crops, did not include specific provisions for the safe use of GM insects. Recently, the Ad Hoc Technical Expert Group (AHTEG) on Risk Assessment and Risk Management to the Conference of the Parties, provided guidelines on the use of GM arthropods for the control of human disease. However, these guidelines did not address some significant technical and safety issues associated with the use of genetically or biologically modified vectors. A new global treaty, specifically intended to address issues related to genetic or biological modifications of arthropod vectors seem to be necessary before we endorse the decision of releasing modified arthropod vectors into the natural environment.

Vector control is crucial to reduce the extent to which drugs are needed to treat the diseases, as the parasite can become resistant, or the drugs are often too expensive for those living in rural areas and urban slums most affected by these diseases. Chemical control of vectors is often the only method that can reduce vector populations in a disease epidemic, but with vectors developing resistance to insecticides, there is increasing awareness that a single control method is often insufficient and also that chemical control must be integrated where possible with other control measures. In Integrated Vector Management, Graham Matthews covers the main chemical methods of vector control, including the use of indoor residual spraying, space treatments, the use of treated bed nets and larviciding, but also stresses the importance of drainage schemes and improvement of houses to prevent access of indoor vectors, techniques that have largely been responsible for reducing the risk of vector borne diseases in Europe and the USA. The public health impact and financial consequences of these diseases are particularly hard on the already overburdened economies of developing countries especially in the tropics. Many of these disease agents utilize insect hosts (vectors) to achieve their transmission to mammals. In the past, these diseases were largely controlled by insecticide-based vector reduction strategies. Now, many of these diseases have reemerged in the tropics, recolonizing their previous range, and expanding into new territories previously not considered to be endemic. Habitat change, irrigation practices, atmospheric and climate change, insecticide and drug resistance as well as increases in global tourism, human traffic and commercial activities, have driven the reemergence and spread of vector borne diseases. While these diseases can be controlled through interventions aimed at both their vertebrate and invertebrate hosts, no effective vaccines exist, and only limited therapeutic prospects are available for their control in mammalian hosts. Molecular technologies such as transgenesis, which is the subject of this book, stand to increase the toolbox and benefit disease management strategies.
