ASEAN has a membership of 10 countries, namely Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. India became a sectoral dialogue partner of ASEAN in 1992 and full dialogue partner in 1996. In November 2001, the ASEAN-India relationship was upgraded to the summit level. On August 13, 2009, India and ASEAN signed the Trade in Goods Agreement under the broader framework of a Comprehensive Economic Cooperation Agreement (CECA) between India and ASEAN. The Trade in Goods Agreement provides for elimination of basic customs duty on 80 percent of the tariff lines accounting for 75 percent of the trade, in a gradual manner starting from January 1, 2010. Conclusions of negotiations for the Services Agreement and Investment Agreement were announced during the ASEAN-India Commemorative Summit held on December 20, 2012 in New Delhi. India has been actively engaging in regional and bilateral trade negotiations with a view to diversify and expand the markets for its exports as well as ensuring access to raw materials, intermediates and capital goods for stimulating value added domestic manufacturing. India unveiled its Look East policy in 1991. East Asia (including Japan, China, South Korea and ASEAN) is today India's largest trading partner. India's engagement with the Association of Southeast Asian Nations (ASEAN) started with its Look East policy. ASEAN has a membership of 10 countries, namely Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. The economic liberalization of China’s economy in 1979, followed by India in 1991, signalled the presence of business opportunities to foreign investors - including those from Asia. This book examines the growing economic relations between India and Singapore which has culminated in a Free Trade Agreement (FTA), the Comprehensive Economic Cooperation Agreement (CECA), signed by both economies in June 2005. Using the information technology sector as the main case study of the ‘alliance’ between Singapore and India, the book examines the challenges that both have overcome to expand their bilateral trade. In the process, Singapore has become one of the top five foreign investors in India. The CECA is important as it is the first free trade agreement that Singapore signed with a developing country; and furthermore it provided a blueprint for India to conclude similar FTAs with other ASEAN members. This book provides a competitive analysis for intra-regional foreign direct investment. Since then, but particularly for the last ten years this so-called „Look East Policy“ has grown to a strong and multifaceted partnership that constitutes a major component of Indian foreign policy today. The principal purpose of this thesis is to evaluate India’s motives for its strong interactions with Southeast Asia. The most common approach among academics to explain India’s Look East Policy follows a liberal understanding of International Relations. Liberals argue that both, India and the Southeast Asian countries want to exploit complementarities in their economic and social structures: This thesis however, follows a neorealist understanding of International Relations by arguing that the Look East Policy is primarily a strategy of the Indian government to counterbalance the growing Chinese influence in Southeast Asia: Due to the geographic closeness of the Asia Pacific region to the Indian subcontinent, China’s presence there is particularly worrisome for India. It thus aligns with the Southeast Asian states in order to push back the Chinese power. In addition to evaluate the motives for India’s Look East Policy, the aim of this thesis is also to confute the liberal critiques on the balance of power theory and to show that the conception has still an enormous predicative power also in the twenty-first century. (Neorealist Balance of Power/Balance of Threat Theory). Moteover, while most existing publications using the balance of power theory mainly focus on balancing for political and military power this thesis also takes into account balancing for economic strength. It thus offers a broader approach by also explaining foreign economic policy. The thesis tests the neorealist balance of power theory by applying it to two case studies: On the one hand the negotiation process on the India-ASEAN Free Trade agreement in goods will be examined, on the other hand India’s cooperation with Myanmar during the last ten years will be analysed in detail.

Both the countries have continued to build relations based on their shared historical and cultural legacy. Relations with Southeast and East Asian countries are the foundation of India's Act East Policy (AEP). Mongolia has a strong strategic dimension, thus occupying an important space in India's AEP. Mongolia plays a pivotal role when India aims to deepen its partnership with North East and Central Asia. Mongolia being a landlocked country relies heavily on foreign trade and investment. Although China and Russia account for a large share of Mongolia's trade and investment, India-Mongolia trade has been growing at a faster pace in recent years. However, compared to its potential, current economic engagement is limited primarily to trade in minerals only. While strategic aspects continue to dominate the bilateral engagements, the possibility of enhancement of economic relations between India and Mongolia has never been explored in a comprehensive manner in the past. The visit of Indian Prime Minister to Mongolia in May 2015 has opened new opportunities to take bilateral relations between the two countries to higher levels. India-Mongolia bilateral relations hold the promise of fostering the regional integration process in Asia. Given the thrust of the Act East Policy (AEP), this book analyses the scope and opportunities in interdependence in economic areas between India and Mongolia, presents an assessment of economic cooperation, identifies the challenges and highlights policy issues to be sorted out to foster bilateral relations. To strengthen the India-Mongolia strategic partnership, this Study concludes that both sides should engage in constructive dialogue on areas of mutual interest such as connectivity, trade in goods and services, investment, etc. Maintaining cultural relations with Mongolia is as important as building and enhancing economic relations. The time is now right to move forward, but achieving significant progress will require effective management of bilateral trade and economic policy issues, accompanied by strategic engagement on security and foreign policy fronts.
