Truck traffic also plays an important role in many aspects of UDOT's daily activities, including transportation planning, highway operational analysis, and design of pavement and bridges. This research first studied methods for estimating truck traffic on state highways with a desired level of accuracy, and then evaluated the level of accuracy of the current truck traffic data by a statistical sampling of automatic traffic recorder (ATR) stations (so called, permanent count stations). As it turned out, the accuracy level of the current truck traffic data was not at the level acceptable to UDOT. Although total traffic counts at ATR stations were statistically equivalent to the ground truth count data (only 0.12% difference), trucks larger than 30 ft were undercounted by 21.13% on average and vehicles shorter than 30 ft were over-counted by 5.73% on average. It was found that identifying vehicles in the 30-ft length group (16.1 ft to 30 ft) was the most problematic with the currently used vehicle counting methods

Book excerpt: Nationwide surveys of departments of transportation, metropolitan planning organizations, and classification vendors/producers were conducted to determine the state of practice on equipment and methodologies used to determine truck vehicle miles traveled (VMT). The current Illinois Department of Transportation (IDOT) methodology was evaluated and it was found that it overestimated truck VMT for multi-unit trucks on all eight functional classes except on the minor urban arterials. The average overestimation was 11.5% and it varied from -10% to +44%. The current method overestimated truck VMT for single-unit trucks in five and underestimated in three functional classes. The under/over estimation ranged from -6% to +35%, but the average value was close to zero. To calculate truck VMT more accurately, this study proposed two different methods based on average truck percentage (ATP) and average section length (ASL). In the ATP method, truck VMT is calculated by multiplying the ATP for a group of roadway sections by the total VMT of that group. The ATP method should be used when the ATP and the total VMT by volume groups are available. In the ASL method, the total truck volume for the sampled sections is multiplied by the ASL. The ASL method should be used when the information required for ATP is not available or not reliable. Sample size influences the accuracy of truck VMT estimation and the decision on sample size must consider the error level that is acceptable. This study looked at the likely error for different sample sizes and recommended using 8% to 16% of the number of roadway sections. The sections should be distributed among the volume groups. Recently, IDOT collects vehicle classification data for three categories at about 10,000 sections, biennially. It is recommended to evaluate the truck VMT calculation using recent data.

Book excerpt: Traffic crashes kill or injure millions of people each year. High-quality traffic safety data is vital to allocate resources and target programs as the National Highway Traffic Safety Admin, (NHTSA) and states work to improve traffic safety through data-driven approaches. To qualify for federal funding, states must submit plans which include fatality and crash data analyses to identify areas for improvement. This report provides information on: (1) the extent to which state traffic safety data systems meet NHTSA performance measures for assessing the quality of data systems; and (2) progress states have made in improving traffic safety data systems, and related challenges. Includes recommendations. Charts and tables.

This book was released on 2017 with total page 242 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traffic monitoring is one of the primary activities of state highway agencies. A reliable estimation of the traffic is vital for the management and future planning of the roadways, and as well as the apportionment of the federal funding. Traffic Monitoring Program in states is responsible for collecting, storing, processing, and disseminating the traffic data. Determination of volume and vehicle classification trends, utilization of appropriate MADT and AADT estimation methods, establishment of Traffic Pattern Groups (TPG) and use of the adjustment factors to expand the short duration counts are some of the primary activities within states' traffic monitoring program. ☐ DelDOT Traffic Monitoring Program has been evaluated and updated to establish the TPGs and derive the adjustment factors to represents the current traffic conditions in Delaware. Analysis of data revealed few problems that should be addressed (i.e. adjustment factors are sometimes not properly used, and TPGs are not regularly evaluated/updated). Additionally, a national level survey conducted to understand the issues and challenges that state highway agencies facing in collecting and processing of state traffic monitoring data, specifically continuous and shortduration data. Both survey responses and DelDOT analysis results have shown that a Knowledge-based Expert System (KBES) application can contribute to states' traffic monitoring program by informing and guiding the user to improve the traffic monitoring related decisions. ☐ The primary objective of this study was to develop a KBES application, called TMDEST, for providing assistance and decision support tool to the transportation agencies in states' traffic monitoring programs, specifically in TPG analysis. TMDEST asks focused and relevant questions to the user and provide situation-specific advice in six modules. In some modules, the user is asked to provide numerical input such as the number of stations and coefficient of variation value if available. ☐ Class/Weight Trend Module is designed to guide the user to identify the most important vehicle classes and the trucks that exert the most weight by using FHWA's VTRIS W-Tables. MADT/AADT Methods Module and TPG Methods Module are designed to inform the user regarding the major MADT/AADT estimation methods and TPG analysis methods to recommend the most appropriate methods based on the presence and amount of missing data and the inclusion of temporal variations. TPG Groups Module provides an approximate estimation of TPGs based on roadway functional classification and seasonal variation. Sample Size Estimation Module is designed to test the number of continuous count stations in each TPG for statistical significance. Lastly, Adjustment Factors Module incorporates all possible adjustment factors and evaluates the necessity of the use by asking multiple-choice questions to the end user regarding the extent of the collected short duration data. ☐ Overall evaluation of the TMDEST revealed that each module well satisfies the design specifications, and in general, the developed tool (1) informs and guides the user regarding the methods and procedures, (2) provides an approximate method for establishing TPGs. Additionally, verification, validation, and evaluation of the TMDEST showed that the expert system based tool was built right and does the job that it intends to do. Utilization of an expert system development tool (Exsys Corvid® Core) significantly expedited to the verification and validation process. The simple proof method was used to evaluate each module for completeness, consistency, and correctness. Although the majority of the content in the knowledge base was obtained from FHWA's traffic monitoring guide, simple true/false test was applied to the modules where the content was partially generated to validate the knowledge base. TMDEST and each module are considered as valid and applicable tool in states traffic monitoring program. Lastly, a discussion of further work is provided to improve the extent of the TMDEST in states' traffic monitoring program.
