In contrast to other NIOSH programs, the Health Hazard Evaluation Program is not primarily a research program. Rather, it investigates and provides advice to workplaces in response to requests from employers, employees and their representatives, and federal agencies. The National Research Council was charged with evaluating the NIOSH Health Hazard Evaluation Program and determining whether program activities resulted in improvements in workplace practices and decreases in hazardous exposures that cause occupational illnesses. The program was found to play a key role in addressing existing widespread or emerging occupational health issues. This book makes several recommendations that could improve a very strong program including more systematic use of surveillance data to facilitate priority setting, and greater interaction with a broader array of workers, industries, and other government agencies.

Traumatic Injury Research at NIOSH is the sixth report in the series Reviews of Research Programs of the National Institute for Occupational Safety and Health. The Committee to Evaluate the NIOSH Traumatic Injury Research Program found the program's research during 1996-2005 (the evaluation period for this review) relevant to reducing the burden of traumatic injury in the workplace and to have contributed to improvements in worker health and safety. To continue to reduce injuries and deaths to workers due to trauma, the committee recommended that the TI Research Program continue setting goals within the program's scope and resources; work with other federal agencies that support injury prevention and control research to outline areas of collaboration; embark on a program to increase the visibility of traumatic injury research; develop a strategic plan for evaluating its research-to-practice efforts and for building the capacity to carry out these efforts; and consider research on the safety impacts of changes in the nature of work as well as intervention research targeting organization policies and practices.

Personal protective technologies (PPT) include respirators worn by construction workers and miners; protective clothing, respirators, and gloves worn by firefighters and mine rescue workers; and respirators and protective clothing worn by healthcare workers. An estimated 5 million workers are required to wear respirators in 1.3 million U.S. workplaces. For some occupations, such as firefighting, the worker's protective equipment is the only form of protection against life-threatening hazards; for other workers, the PPT is a supplement to ventilation and other environmental, engineering, or administrative hazard controls. Book excerpt: Undertaking economic evaluations of workplace-based occupational health and safety interventions can be difficult, reflected by the significant lack of literature, evidence and guidance on the subject. Particular difficulties include: complex labour legislation; differences in the perception of health risks associated with work experiences amongst workplace parties and policy makers; the burden of costs and consequences being borne by different stakeholders in the system; conflicting incentives and priorities between the multiple stakeholders; lack of consensus about what ought to count as a benefit or cost of intervening or not intervening; multiple providers of indemnity and medical care coverage; and industry-specific human resources practices making it difficult to identify all work-related illnesses and injuries. In addition, most health economics methods books are designed for use in a clinical setting, which cannot be adapted for the workplace setting. In the face of such barriers, it is not surprising that few studies of occupational health and safety interventions contain an economic evaluation. This book aims to lay the foundations for a systematic methodology of economic evaluation of workplace interventions, by identifying the main barriers to research of high quality and practical relevance, and proposing a research strategy to remedy these weaknesses. Context chapters provide a wealth of background material ranging from a presentation of the broad conceptualization of work and health, to suggestions for strategies in confronting the dearth of data often experienced by occupational health and safety researchers. They take into account the varying institutional and regulatory approaches in different international jurisdictions. Specific topic chapters delve into the principles and application of economic evaluation methods relevant to this setting: study design, type of analysis, costs, consequences, uncertainty, and equity are all covered, providing guidance on analytical and decision making challenges. The concluding chapter synthesizes the summaries, conclusions, challenges and recommendations from across the book, presenting these in a reference case.
